HomeMy WebLinkAbout08-352SEPTEMBER 23, 2008 08 -352 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AMENDMENT NO. 4 / CH2M HILL / ENGINEERING SERVICES FOR WATER FILTRATION PLANT ($42,819.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached Amendment No. 4 between the City of Oshkosh and CH2M HILL for engineering services for the Water Filtration Plant modifications project in the amount of $42,819.00 is hereby approved and the proper City officials are hereby authorized to execute and deliver the agreement in substantially the same form as attached hereto, any changes in the execution copy being deemed approved by their respective signatures, and said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the Agreement. BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated from: Acct. No. 541-1810-1799-00000 — Water Utility Construction Work in Progress AMENDMENT NO. 4 This Amendment No. 4 is issued pursuant to the Standard Agreement for Professional Services fully executed on April 2Q, 2007, Amendment No. 1 fully executed September 76, 2007, Amendment No. 2 fully executed April 22, 2008, and Amendment No. 3 fully executed June 20, 2008 which are incorporated herein by this reference, with respect to Water Filtration Plant Modifications and Demolition Project. Title Date ATTACHMENT I.- SCOPE OF SERVICES AMENDMENT NO. 4 City of Oshkosh Water Filtration Plant Modifications and Demolition Project I 11111liq IIIIII i iiiiiii iiiiiiii 11111 In addition to the Design Scope of Services (April 20, 2007), Amendment No. 1 (September 26, 2007), Amendment No. 2 (April 22, 2008), Amendment No. 3 (June 20, 2008), CH2M HILL completed the engineering services described below. In response to the needs of the City of Oshkosh, CH21M IULL conducted additional engineering evaluation of the Water Filtration Plant water tower and assisted the City with public involvement regarding the Water Filtration Plant Modifications and,'Demolition Project. Engineering activities focused on developing alternatives to deliver the project to meet Wisconsin Department of Natural Resources requirements and maintain the water tower. Budgetary cost estimates and schedules were prepared to inform, City decision makers. Task activities are highlighted as follows: • Updated the water tower memorandum in response to community concerns • Evaluated three Low Lift Pump Station altematives in order to retain the water tower. Prepared conceptual design sketches and conceptual level cost estimates. • Assisted the City in retaining the services of Cornerstone Preservation to address historic aspects of the project. Provided quality control review of Cornerstone Preservation task report. • Collaborated with the STS/AECOM on the structural and demolition design aspects of the water tower alternatives. Provided quality control review of STS/ AECOM task report. • Prepared a PowerPoint presentation and delivered it to City Council and the public during the May 20, 2008, workshop on the project alternatives related to the water tower. • Participated in,May City Council meeting to address questions on the water tower project alternatives. • Responded to requests for information related to historic aspects of the existing facilities from the WT)NR, Water Regulatory Permit and Approval for Grading more than 10,000 square feet adjacent to Lake Winnebago. Engineering Services Related to Post Phase 1 Demolition The City successfully completed Phase 1 demolition of the east sedimentation basin and the west sedimentation basin. Subsurface conditions below these basins were not as anticipated., ATTACHMENT I - 600f'E OF SERVICES AMENDMENT NO.2 CITY OF OSHKOSH WATER FILTRATION PLANT MODIFICATIONS AND OEMOUT109PROJECT based on subsurface investigation conducted previously around the basins. To define, manage, and develop economical solutions for the geotechnical issues, STS /AECOM; performed the following task activities: 4 Made onsite observations and took measurements to assist the City and CH2M HILL in determining extent of poor soils to be removed. Y Worked as liaison between Contractor, City, and CH2M HILL to define specific work needed to bring the site from post Phase 1 demolition condition to a starting condition that matched the Modifications and Demolition Project contract documents. Developed a plan: for additional testing requirements with CH2M HILL- 6 Assisted Engineer in revising the plan for CTIBWS Basin subgrade ;preparation based on actual field conditions. Identify spoil disposal locations to minimize costs. « Facilitated meetings with the City and Engineer to present information and make decisions. Maintained a record of decisions. 0 Conducted observations c>f the "Work for conformance with contract documents and City's future potential improvement plans for site. i Monitored material quantities and maintained records . of work (no. of trucks, test reports, etc.). 0 Monitored the sediment and erosion control practices onsite to assist the City avoid violation with pending stormwater permit approvals. Reviewed applications for additional compensation by change order. Additional engineering services were required by Kaempfer & Associates, Inc. to respond to requests from the Wisconsin Department of Natural resources to obtain. the Notice of intent and Chapter 30 stormwater permits. The additional effort was primarily related to historic aspects of the existing facilities to be demolished. Project Management and Documentation CH2M HILL managed the technical work and communication during resolution of the project issues described in this Amendment. CH2M HILL provided duality control review of Work and expedited decisions to assist in maintaining the project schedule.
