BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. TRICK OR TREAT EVENT Request permission to grant approval to the Downtown Oshkosh Business Improvement District Marketing Consortium to utilize Opera House Square and facilities from 11:00 a.m. to 7:30 p.m. on October 30th, and to close the 300 and 400 blocks of North Main Street; to close Market Street, from High Avenue to Algoma Boulevard; Washington Avenue, from State Street to Main Street; and Algoma Boulevard, from Main Street to Market Street, on Thursday, October 30, 2008, from 4:30 p.m. to 7:30 p.m., for their Downtown Halloween Trick or Treat Event, in accordance with the attached letter of request. • 3. BLOCK PARTY Request permission to grant approval to the residents of Bennett Court to close Bennett Court, from the corner of Judy Lee Court to Bennett Court, on Saturday, Septembet 20, 2008, from 5:00 p.m. to 10:00 p.m., for their neighborhood block party, in accordance with their recently submitted Block Party Request Form. • Indicates revision BLOCK PARTY REQUEST FORM FOR STREET CLOSURE The purpose of a BLOCK PARTY is to provide social interaction among block residents in order to strengthen a neighborhood. Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager. Box 1130 Oshkosh, WI 54903 -1130 Dear Mr. Rohloff, I would like to make a formal request, on the behalf of the Downtown Oshkosh Business Improvement District (BID) Marketing Consortium, to close the 300 and 400 blocks of North Main Street for the Downtown Halloween Trick or Treat Event from 4:30 - 7:30 p.m. I would also request the use of Opera House Square. The event will be held on Thursday, October 30, 2008 from 5 :00 PM to 7:00 PM. However, the park is requested from approximately 11 :00 AM till 7:30 PM for set -up and clean up functions. I would also request permission to close Market Street from High Avenue to Algoma Boulevard, Washington Avenue from State Street to Main Street, and Algoma Boulevard from Main Street to Market Street from 4:30 PM to 7 :30 PM in association with the Halloween Event. The Marketing Consortium has already secured Oshkosh Police Auxiliary officers to work the area in conjunction with this event from 4:30 - 7:30 p.m. This event has become a wonderful tradition and we expect it to grow again this year.
