HomeMy WebLinkAboutMinutes CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES August 13, 2008 COMMISSIONERS PRESENT: Paul Arnold, Harold Buchholz, Grady Bullington, Todd Clark, Bev Harrington, Shirley Mattox, Burk Tower AD HOC MEMBERS PRESENT: none EXCUSED: Arlene Schmuhl STAFF: Susan Kepplinger OTHERS PRESENT: Mark Rohloff, City Manager CALL TO ORDER Chair Todd Clark called the meeting to order and a quorum was declared present. Mark Rohloff and Commission members introduced themselves. Staff provided a brief description of the role and activities of the Commission. APPROVAL OF MINUTES Bev Harrington moved approval of the August 13meeting. Burk Tower seconded the motion, which passed unanimously. SECTION 106 REVIEW OF NORTH MAIN STREET RECONSTRUCTION PROJECT Following discussion, it was the consensus of the Commissioners present that the proposed Main Street reconstruction project would not have a detrimental impact on the North Main Street Historic District and asked staff to communicate that information to the consultant who completed the 106 review. TELEVISING OF COMMISSION MEETINGS This item was erroneously placed on the agenda and no action was taken on it. PROPOSED AMENDMENT TO HISTORIC PRESERVATION ORDINANCE Harold Buchholz stressed the importance of preserving historic structures by preventing demolition and that is the change he is suggesting be made to the Ordinance. Burk Tower inquired as to the number of demolition permits issued during a given year. Staff will follow up on that. Bev Harrington suggested that a subcommittee be formed to begin to follow through on this matter now. Bev Harrington and Harold Buchholz volunteered to serve on that subcommittee. 2009 BUDGET REQUEST The Budget Committee proposed requesting funding for the following activities; funds for evaluation the condition of historic properties owned by the City with the goal of developing a prioritized list of maintenance and repair items for these buildings (Grand Opera House, City Hall, Riverside Cemetery Chapel and stone bridges in Menominee Park and South Park); alternatively funds could be requested to provide full grants or matching grants to nominate the newly identified potential historic districts to the National Register of Historic Places. Following discussion, Bev Harrington moved that the Commission request $10,000 to hire a professional to evaluate the condition of historic City owned buildings. Shirley seconded the motion, which passed unanimously. ADJOURNMENT Due to time, Commissioners agreed to table the balance of the agenda items until the August meeting.
