Huber Jr. 711 Kirkwood Oshkosh Wl 54901 Dear Mr. Huber, City sanitary sewer has recently been made available to your property located at 711 Kirkwood in the City of Oshkosh. Wisconsin Administrative Code, Chapter ILHR 83, ss. ILHR 83.01(2~(b) requires that when municipal sewer becomes available to a building intended for human habitation or occupancy, an individual connection to the public sewer must be made and the private sewage system serving the building shall be properly abandoned. When the onsite system is functioning properly and not creating a health risk to the community, the time limit to affect connection to the public system is one year from the date the sewer becomes available. If the public water main is also available to the property, an individual connection must be provided to the immediate inside of the building foundation. This requires that an individual water service pipe be connected to the city water main and extended into the building. At present there is no requirement to make use of the public water supply. When a well is used to supply a building connected to the public sewer, a meter must be installed on the well supply. This provides the City a means to bill for sewer use.
