Officer Drexler received a call from dispatch center to check on
the welfare of a 9 year old child who was at 1251-A Kentucky Av.
Dispatch indicated they received a 911 hangup call from that
location and the child said they mistakenly called 911 and that
when the dispatcher asked to speak with Mommy or Daddy the child
stated that she was home alone.
I then went to check on the child's welfare along with Officer
Berger. We arrived there and did make contact in the upper
apartment with a Brandy M. Knight, who is 9 years of age. Brandy

stated that her mom was working today from 8:00 to 4:00 at Pizza
Hut on Murdock Av. She stated that she was home alone. Officer
did check the refrigerator and found there was plenty of food in
there for the child. Also asked Brandy what she does all day. She
said she just watches TV and that's about it.
I asked Brandy if she was left home alone by herself quite a bit;
she said yes she was, when her mom's. at work sometimes in the
afternoons and sometimes on weekends. I asked if she was ever
left home alone while her mom worked all day. She said yes,
several times she had been. I asked Brandy if anyone came into
the apartment to check on her; she said no, no one did. I asked
her if anybody from downstairs checked on her. She said no, no
one does. I asked her if anyone does check in on her; she said
yes, her mom does call three or four times a day to check to see
if she's okay.
Upon further inspection of the apartment officers did notice that
there were four smoke detectors that were in the apartment or in
the hallway directly next to the apartment that did not have any
batteries in. This is both a tenant and landlord responsibility
to make sure fresh batteries are kept in the smoke detectors. As
of this time there are none. Since the child is home alone,
officer feels it is very critical to have these installed.
Therefore I ask that a copy of this complaint be forwarded to the
city inspector's office to make sure that compliance is adhered
to with batteries being in the smoke detectors. The properties
are owned by Struensee and the officer later did make contact
with the mother and inform her that batteries must be placed in
there, that I did not know if they were operational with the
batteries in or not; she would have to test them herself. If they
failed to work after she placed batteries in there, I asked her
to contact Struensee to have them immediately taken care of. If
she has any problems with Struensee taking care of them
immediately, I asked her to contact the City Inspector's Office
herself to indicate enforcement of this very critical and
importance ordinance.
I then talked with Brandy and asked her what she does if someone
knocks on the door. She said she has. to check and always has to
see who it is. I informed Brandy that when she is home alone and
there is no one else in the apartment complex, actually it's a
duplex-she lives upstairs and other people live downstairs, as
there was no one home downstairs this date, I informed Brandy
that it would be smarter not to answer the door at all, and if
the person keeps knocking to contact the police department. If
anyone identifies themself as the police, to dial 911 to verify
that the police are indeed over at the residence and that she

should not answer the door for her safety. Officer then, having
been satisfied that Brandy would be okay to take care of herself
as she had in the past, did not feel any immediate need to notify
Social Services immediately as it did not seem to be emergency
situation at this time. I then went to make contact with the
mother to notify my concerns and tell her what I was going to do
with this situation or this incidentl.
I went over to Pizza Hut on Murdock and made contact there and
one of the employees stated that yes, Jennifer Cockrum did work
there but she was not there at this time and she was out to get a
bite to eat or running some errands. Officer then waited several
minutes. and eventually did notice a vehicle pull into the lot. It
was indeed Jennifer; Jennifer had just come from her house to
speak with her daughter as evidently her daughter had called her
to tell her the police were over. ';
I then went and spoke with Jennifer and asked her about leaving
her daughter home alone. She said yes, there were occasions she
had to leave her home alone and that normally she would be in
school but since there was no school today and she had to work,
she did leave her home alone. She said that she has done it in
the past and she does leave her there with ample food and that
she knows how to handle herself and that she is mature enough to
take care of any situation that would arise, and also Jennifer
explained to me that she has contacted Social Services in the
past and they indicated to her that as long as Brandy knows what
to do if there's a knock at the door or how to handle any
situation that came up that there was no problem with leaving her
home alone. I asked Jennifer what was the procedure that Brandy
was to follow if someone did indeed knock at the door. She
informed me that she was to ask who it was and that if she didn't
know them she was not to let them in. I informed Jennifer that
she should change that and should not have Brandy open the door
for anyone, as Brandy should not respond to the door if someone
knocks at it if she's home alone and that if the person keeps on
knocking she should call 911.
I informed Jennifer to explain to Brandy again that if the police
do come over for whatever reason, Brandy does not need to answer
the door right away; she can call dispatch and 911 and ask if the
police are indeed over there. Once receiving verification from
911 that the police are indeed over she can then open the door,
because there is no way for Brandy to check and see who it is
until the door is opened, and if it was someone who was there to
hurt Brandy, by the time she opened the door it would be too
late. It would be much safer for Brandy to be in the house, to
not answer the door, and not let anyone know that she was inside.

I explained all this to Jennifer.
I explained to Jennifer I would be forwarding my concerns to
Social Services. Someone may or may. not call on her to check to
make sure that Brandy is indeed mature enough to be home alone
and that this is okay.
Jennifer also stated to me that some people from downstairs come
in and check on her and also her boyfriend checks. However, in
speaking with Brandy, Brandy stated that this was not accurate.
Brandy stated that her boyfriend did not come over this date and
that no one from downstairs came to check on her.
