Energy and Environment Advisory Board, City of Oshkosh
Revisions approved at July 15 Subcommittee Meeting in italics
The meeting was called to order at 4:05 at the ARC. In attendance: Steve Barney, Margy Davey, Justin
Mitchell, Bob Poeschl, Jan Scalpone, Don LaFontaine.
There was no public comment.
Steve moved and Bob seconded a motion to ask the City Manager to assign a staff member to the
Subcommittee for purposes of answering questions and taking notes. After discussion, motion was
defeated 4-1.
Justin was nominated Facilitator, Margy was nominated Recorder. Both nominations accepted 5-0.
Steve moved to assign a staff member to the Subcommittee. No second.
Roles, Responsibilities, Tasks
Going around the room, discussion centered on the Subcommittee charge to create a greenhouse gases
mitigation plan and community outreach; our first task is to develop a plan. Jan suggested beginning with
the ICLEI Community Measures, and prioritizing for local use.
Other discussion included development of community outreach methods, having short-term neighbor-
hood goals to educate the community on environmental sustainability and ways to reduce individual
footprints, working with OASD and UWO, and creating a set of individual resources for the website.
Don reminded us there may be local funding available through the Hicks Fund.
Jan pointed out that all discussion so far was part of the ICLEI U.S. Mayor's Climate Protection
Agreement Climate Action Handbook for a climate action plan, and suggested assigning at least one com-
munity measure to each of us to provide ideas at the next meeting. Justin had prepared a list of ideas he
shared with us, including specific roles for community-wide support for a sustainable Oshkosh, partner-
ing with community agencies already supporting the green philosophy, building support from the ground
level, creating a form for community response, creating awareness of what's already happening in our
city and beyond, compiling credible information to support our ideas, and creating an action plan. Don
noted that Jan's and Justin's ideas mesh well.
It was decided that each committee member would take an area of interest and develop a plan to include
goals, objectives, and action. The following assignments were made:
Jan -land use management
Bob -water, recycling, transportation
Steve -transportation
Justin -education and outreach, energy efficiency
Margy -education and outreach, green power, energy star purchasing

Justin asked us to send everything we find on sustainable activities to him; it can be edited or deleted
later. He asked Steve to summarize and add local language to ICLEI Climate Protection pages for inclu-
sion on the website, and asked Don to get a list of current environmentally friendly activities/programs
the City has supported/facilitated. Don noted that an application for a biofuel study has been submitted.
Next Meeting
The next meeting will be Tuesday, July 15th, location TBD. Agenda will include reviewing our Measures
plans, and a report on website progress.
