We have considered your request to use the Lexell caulk. When considering a request to vary from a
specific code requirement, we must determine if the varied method is equivalent to what the code
requires. Similaz to how Variances aze considered or alternate In this case Comm 21.26(7)(a)3. requires
metal flashing between wood and masonry when installing masonry or concrete against the wood
framing of a house. The metal flashing is installed to prevent moisture from running between the
concrete and wood and to prevent the transfer of moisture from the concrete to the wood. It is also
installed so the house wrap overlaps the flashing so any moisture that gets behind the siding does not
seep behind the flashing.
In your request, you have requested to use caulk in lieu of the properly installed flashing. While the
caulk may prevent water from seeping between the surface of the porch stoop and the siding starter
channel, it does not address the code requirement to install the flashing the full depth of the wood that is
covered by the concrete to direct moisture away from the house wall. Additionally, should moisture find
its way behind the siding, the caulk would prevent the water from seeping out away from the house as
flashing would direct moisture in this manner. This office is also of the opinion that caulk is not a long
term solution or remedy, in that it would require one to provide regulaz maintenance, whereas metal
flashing is a long term, maintenance free method of repelling moisture.
Based on these issues, we must deny your request to use caulk instead of the code required flashing. We
would expect to reinspect these dwelling units for compliance with the noted items no later than
November 3`d' When the flashing is installed, we want to reinspect the flashing for compliance prior to
pouring new concrete. Please arrange for this inspection 1 day in advance. If you have further
