In ',order to use the vacant lot as a parking lot, a building permit must be acquired and standards must be met. Since theprevious 'buildings on the lot have been removed, gravel has been illegally installed to the site to create an illegal parking lot. City code requires the area be graded with soil and seeded to establish a lawn if it remains a vacant lot.
