HomeMy WebLinkAbout08-246JULY 22, 2008 08 -246 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AMEND CONDITIONAL USE PERMIT; APPROVE REVISED PLANNED DEVELOPMENT / 3512 WEST 20TH AVENUE INITIATED BY: DOUGLAS FRAKES, PETITIONER PLAN COMMISSION RECOMMENDATION: Approved w /conditions BE IT RESOLVED by the Common Council of the City of Oshkosh that the previously approved planned development for construction of a condominium development and associated amenities, is modified to permit the development of single family condominiums and community based residential facilities and said revised footprints and elevations, per the attached, are hereby approved with the following conditions; all other conditions of approval shall remain enforce. 1) All conditions of Resolution 08 -62, dated February 26, 2008, remain in effect. 2) Cross access and storm water management easements be provided between the three lots. 3) Curbs be included on all sections of the private road. 4) The community based residential facilities (CBRF) parking lot entrance be relocated to provide a minimum of 75 ft. of lateral clearance. 5) Extend the trail to connect with the sidewalks of the CBRF and also be shown to connect with the 20th Avenue right -of -way. 6) Sanitary sewer easement approved by the Department of Public Works. 06/18/2008 WED 15:34 FAX 608 +229 +4445 DIMENSION IV - MADISON lih002 /002 Project Narrative Two buildings are proposed to be constructed; each on approximately one acre of land as part of a 16.8 -acre site, presently zoned R -1 PD. These buildings are Free Standing Community Based Residential Facilities {CBRF }. Each building consists of 22 units with a total occupancy of 25 residents per building. The buildings each have 3 to 5 full-time staff members on duty 24 hours a day, 7 days a week. Many of the residents require full - time supervision and help with their daily activities. The residents do have visitors, but the visitor traffic is very light. The site is presently used as crop land with no existing buildings on the property. A 38 -unit condo project has been approved for this site. If these two buildings were constructed, the condo project would be reduced to 25 units. The CBRF is a very pleasing single -story design that fits well with residential projects. The building is 13,090 square feet, with 13 -car parking for each building using 8,000 square feet of area. The remainder of the property is landscaped totaling about one acre of land per building. The construction will be in two phases, with the easterly building constructed first and the westerly building constructed a year later.
