Our plans are to start building a bar and restaurant on the water for the public to have access as well as boaters on the river. Sincerely, Carie Lindemann Liquor license letter of intent Dear Common Councilor: Please accept this letter of intent, along with my liquor license application documents as an indication of interest in obtaining a liquor license in the City of Oshkosh. My intent is to use this license in the downtown area of Oshkosh. Presently, I have had preliminary talks with Mr. David Sparr who, owns the building at 103 High Ave. where he currently has his law practice.(see attached photo) This would be my first choice of buildings in the downtown area however, I have also had preliminary discussions with other building owners in the downtown area that have show interest in selling/leasing their building(s) for a tavern use also. There has been a lot of time, money and effort spent in the downtown area and I think this would compliment those efforts. In speaking with several business owners downtown they have expressed an opinion that this would be a benefit to downtown. The building is currently zoned mixed commercial/residential. The main floor is commercial and the upstairs has three rental units. My intent is to use the main floor for the use of a tavern while maintaining the rentals on the second floor. In the past, this building was used for restaurant and tavern use, namely Baxter's Beef and Pizza. After the tavern business is established, it is possible that the remaining first floor space (in the back of the building) could be used for restaurant purposes. The owner of the building (Mr. Sparr) is the Chair of the BID district downtown and feels that this proposal would be a good fit for downtown Oshkosh and fully supports the proposal. I believe that entertainment type activities in the downtown area is appropriate and that this proposed use would certainly fit well in this area. The Grand Opera House is directly across the street from this location and would fit well with activities there. As you may know, people who attend events at the Grand are hindered by the limited space available for socializing activities. This use would work well to alleviate some of those frustrations. There is plenty of parking that could be utilized by the City of Oshkosh parking lot just to the West of the building. On the interior of the building I intend to use some historical items for display. I have two of the "Pride of Oshkosh" lions that I would use as a centerpiece. The lions that I have are "Heritage" that was sponsored by the UW Oshkosh Foundation and "Oceans Pride" that was sponsored by Dumke Management. I also have the original 44 Outdoor theater neon sign that would be displayed. This sign is about 12 feet in length and about three feet high. It is currently being restored by Beck Signs, the company that originally made it. I also have several porcelain and tin signs from the Oshkosh Brewing Co., Rahr Brewing Co. and People's Brewing Co. that would be displayed. The Community Development Department is currently in the process of proposing changing the codes to allow protruding signs in the downtown district. If this passes the council, I would like to be one of, if not the first to have a protruding sign from the building, like we use to several years ago. If you will remember, when Universal Studios came to town to shoot "Public Enemies," they used several protruding signs for their set which many people commented that they loved to see. In closing I would just reiterate that many feel that this would be a good fit for the downtown area and would enhance the ongoing efforts to revitalize the downtown area. My bar does not have a liquor license because the previous owner lost it and I was only able to get a beer license. My wife and I have put thousands of dollars into our establishment, renovating it and bringing it up to code. We are expanding into selling food, and spending additional money toward our goal of a bar and small eatery. By expanding as we are, we really need this liquor license to bring in more business and complete our improvements. This license will also put us in the position to hire approximately ten more people, as we will be able to deliver food to the surrounding factories, etc. that are in our neighborhood. We currently have a retail wine store located at 17 W. 6th Ave. Oshkosh (Combination Class A License) and a retail store located at 1350 W College Ave. Appleton (Combination Class B License). We are interested in renovating both the interiors and the two store fronts on Main St. that are owned by the Stapel family and are currently empty. The location is 457 N. Main St., Oshkosh. Total square footage of the space is approximately 3,80o with a wide, open interior pass through that connects both buildings. Our intent is to take a portion of the space and use that as a retail wine, and specialty food store, much like our stores in Oshkosh and Appleton. The remainder of the space would become a 50 seat restaurant, with a bar area. We have operated McKnight & Carlson in Oshkosh since 1995, and we strongly believe in our abilities to provide a viable, successful and much needed business on N. Main St., if we are granted a Combination B license for this location. BFO has worked diligently to bring The Outlet Shoppes at Oshkosh to the level Oshkosh and Northeast Wisconsin shoppers demand. National brand stores have been added including, Harry & David, Fragrance Outlet, Journeys, Nine West, and Deb. We are currently building Gymboree and will add Le Gourmet Chef and Nike before holiday. Significant investment has taken place in the building and grounds most notably our significant landscaping renewal. Our most prominent missing piece is a restaurant that our shoppers and visitors to the area look for when they visit. Fortunately, we are near finalizing a deal with a national restaurant chain and are prepared to invest a significant amount to prepare a building for them. I am not at liberty to name them at this point but they is a casual, family - friendly dining restaurant chain. Their signature dish is their chicken wings and the variety of sauces used to season them. The menu offers everything from burgers and sandwiches to steaks and ribs. There are currently 28 restaurants in the chain, mostly operating in eastern Ohio and western and central Pennsylvania. There are also locations in Knoxville, Tennessee; Douglasville, Georgia; Concord, North Carolina; Madison, Wisconsin; Pinellas Park, Florida; Pittsburgh, Pennsylvania; Council Bluffs, Iowa; and Charleston, West Virginia. The chain is slowly expanding to different locations across the United States, with three recent openings in the spring of 2006 in Milford, Ohio; Bloomsburg, Pennsylvania; and Austintown, Ohio. In 2007, restaurants were opened in Portage, Indiana and Canton, Ohio. In 2008, restaurants were opened in Syracuse, New York and Greenville, South Carolina. With a license secure we will be a step closer to bringing this restaurant to Oshkosh and attracting more visitors from areas reaching to Milwaukee and Green Bay.
