Dear Mr. Heise:
CQUNt11L-MANAGEP, ~~MINISTR~
September 27, 1984
On September 25, 1984, Lt. Francis Mathe of the Fire Inspector's
Office and myself inspected portions of your property known as 142-146
Josslyn Street following complaints of minimum housing code violations
existing therein.
During the inspection I noted the following violations of the min-
imum housing code:
1. Apparently the roof of the building is in poor condition due
to the amount of recent rainwater damage evident throughout the building.
a. The Southwest bedroom in Unit 146 Apartment #8 has exten-
sive rainwater damage to the exterior wall.
b. The Southeast bedroom in the same unit also shows evidence
of rainwater infiltration.
c. The living room in the same unit has areas of the ceiling
and around the air conditioner sleeve that show signs of rainwater da-
mage.
d. There are many areas of the soffit structure that are buck-
led and in fact were leaking water during my inspection.
The roof of the building shall be repaired or replaced so that all
rainwater will be drained from the roof so as not to cause any unreason-
able dampness in any wall, ceiling or floor. All the water damage exis-
ting in Unit 146 Apartment #8 shall be properly repaired and painted.

2. T e garbage disposal in Unit 146 Apartment #8 is inoperative.
The sposal shall be made to work properly.

`The seco d floor patio decks of all units show signs of deteri-
oration. The deteriorated portions of all the patio decks shall be re-
placed. The deck located in apartment #8 of Unit 146 is in especially
bad condition.
4. The vinyl inlay on the kitchen floor of Unit 146 Apartment #8
is in poor condition. The vinyl inlay shall be replaced.
P. O. BOX 1130 • OSHKOSH, WISCONSIN 54902
5. Rainwater is leaking through the walls and or windows of the
basement and entering the electric heating units mounted on the walls.
The rainwater leaks shall be eliminated to keep water from entering
the heating units./

6. ~i5'n`~-of the smoke detectors tested were operating properly.
All t}fe smoke detectors in the buildin shall be checked and made to
g
work properly.
7. The laminated siding on the building is in various states of
deterioration causing delamination. The siding shall be either repaired
or replaced--a\\nd pro~aerly treated to stop further deterioration.
8. ~tre"stu ~o on the building is in various states of disrepair
espe~Yally under the entry door to Unit 146 on the South side of the
dwelling. This stucco shall be repaired.
9. The downspouts are draining along side of the foundation and
are surely causing some of the water problems evident in the basement.
In reviewing our files we have concerning this building, it be-
came apparent that orders have been issued on this property more than
once before and that compliance was slow or nonexistant.
Therefore, I will reinspect the property on October 17, 1984 to
determine whether or not corrections have been made. If at this time
there have been no corrections and there has been no contact with this
office concerning these violations and their correction dates, I will
refer the matter to the City Attorney's Office for prosecution and
issue citations accordingly.
