BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. CHILDREN'S DAY PARADE Request permission to grant approval to the Oshkosh Jaycees to utilize city streets, South Park and facilities on Sunday, August 3, 2008, from 8:00 a.m. to 4:00 p.m., for their Children's Day Parade, in accordance with the attached letter of request. 3. BLOCK PARTY Request permission to grant approval to the residents of Minnesota Street to close Minnesota Street, from South Park Avenue to 12 Avenue, on Saturday, June 21, 2008, from 2:00 p.m. to 6:00 p.m., for their neighborhood block party, in accordance with their recently submitted Block Party Request Form. 4. ROSEANNE HOEFEL DIVERSITY RUN/WALK/ROLL Request permission to grant approval to the University of Wisconsin - Oshkosh to utilize city streets and facilities on Saturday, October 11, 2008, from 8:00 a.m. to 12:00 noon, for their annual Roseanne Hoefel Diversity Run/Walk/Roll, in accordance with the attached letter of request. 5. MISS WISCONSIN PARADE Request permission to grant approval to the Miss Wisconsin Organization to utilize city streets and facilities on Wednesday, June 18, 2008, from 5:30 p.m. to 8:00 p.m., for their annual Miss Wisconsin Parade, in accordance with the attached letter of request. 6. NATIONAL NIGHT OUT Request permission to grant approval to the Oshkosh Police Department to utilize South Park and facilities on Tuesday, August 5, 2008, from 4:00 p.m. until 8:00 p.m., for their Second Annual Oshkosh National Night Out, in accordance with the attached memorandum of request. 7. AIRCRAFT MOVEMENT & DISPLAY Request permission to grant approval to the Mayor's Breakfast Committee to utilize city streets on Friday morning, July 25, 2008, from 4:00 a.m. to 5:00 a.m., and again on Sunday, August 3, 2008, from 4:00 a.m. to 5:00 a.m., to move an aircraft, and to utilize Opera House Square to display such aircraft from Friday, July 25 through Sunday, August 3, 2008, in accordance with the attached letter of request. 8. AIRCRAFT MOVEMENT Request permission to grant approval to the Cirrus Design Corporation to utilize city streets on Friday morning, July 25, 2008, from 4:00 a.m. to 5:00 a.m., and again on Sunday, August 3, 2008, from 4:00 a.m. to 5:00 a.m., to move an aircraft to Fratello's Restaurant, in accordance with the attached letter of request and memorandum from Captain Cyndi Thaldorf. The Jaycees will be hosting this 76 annual event on Sunday, August 3 rd from 1:00 p.m. to 4 p.m. The parade will assemble at 1:00 p.m. in the Old Franklin School park area. We ask that 7 th Ave., from Rugby St. to Idaho St., and Idaho St. from 8 th Ave. to 6 th Ave. be closed to cars. At 2:30 p.m., the parade will start at 6 th Ave. and Idaho Ave., then go west on West 6 th Ave. to Knapp St., and south on Knapp St. to West South Park Ave. We will then go east on South Park Ave. to Georgia St. and north on Georgia St. to the South Park entrance. A copy of this route is enclosed. Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager. May 28, 2008 Oshkosh City Council City Hall PO Box 1130 Oshkosh WI 54903 -1130 OSHKOSH TM Dear Oshkosh City Council Members, I am writing to you today to receive approval to move forward in the planning of the Roseanne Hoefel Diversity Run/Walk/Roll. The Run began at the University of Wisconsin Oshkosh several years ago in the honor of a deceased faculty member who strived to work every day for diversity issues involving the University of Wisconsin Oshkosh students, faculty and staff as well as the surrounding communities. We are looking to have the Run on Saturday, October 11, 2008 as a kick off to the Earth Charter Summit Week. A start time of 8 a.m. registration, 9 a.m. start to the Run with all wrapping up by noon (being the latest). We are looking to involve the Downtown Oshkosh area and would like to incorporate it into our Run. The Run would start and end at the Recreation and Wellness Center on the University of Wisconsin Oshkosh campus (Pearl Ave). I understand there is a bridge dedication to be happening that morning as well and we are willing to work within those confines. At the least, we are of need to cross Wisconsin Ave on Pearl Ave to get to the downtown area. Please feel free to contact me if you have any questions. Thank you for your time. The parade route is Main Street from Lincoln Avenue heading south to the bridge with the end at the Convention Center. The parade entries will start lining up at 5:30 and parade kick off is for 6:30. We expect several thousand spectators for our annual event. The parade lasts for about one hour. Streets along the parade route will have to be barricaded so as not to allow traffic to flow through. I have worked closely with the police department regarding the parade for the past several years. Please consider our request for our annual parade. This is a community -wide event designed to raise citizen awareness about crime prevention, build and strengthen positive relationships with law enforcement and other first responders and celebrate neighborhoods and community. We hope to provide activities for all ages and information on community resources and safety. Nearly 300 people attended the 2007 event that was held at the Boys and Girls Club. Oshkosh will join hundreds of other communities around the country who are celebrating the 25 anniversary of National Night Out and hosting similar events. These two aircrafts would be used to promote the Annual Mayor's Breakfast and to highlight activities at the AirVenture convention. The two manufacturers are responsible for supplying the plane and are willing to work with the city to ensure that the move down city streets will be safe and timely. The Mayor's Breakfast Committee will supply security for the planes. This will be the third year we have been able to provide the city with this unique display and have worked very closely with OPD Capt. Cyndi Thaldorf in scheduling the move. Box 1130 Oshkosh, WI 54903 -1130 Dear Mr. Fitzpatrick: Cirrus Design Corporation would like to move an airplane from Oshkosh regional airport to Fratello's restaurant to be on display during EAA annual fly in, from Friday July 24` to July Sunday August 3rd. This will be the sixth year we would have moved the aircraft without incident. We typically move the airplane early in the morning (4 -5am) when traffic is to a minimum, and have had police escort at all times. The suggested route we have used in the past is: Wittman Airport to W. 20th Ave. right on W. 20th Ave. to Oregon St. left on Oregon St across the river. (Street name changes when crossing the river to Jackson St.) continue on Jackson St to High Ave. left on High Ave. (High Ave is a one -way street. We will be going the wrong way on High Ave. High Ave has fewer obstructions and is a little wider making movement easier and faster.) High Ave to Congress Ave. left on Congress Ave to the side lot of Fratello's Restaurant (This portion of Congress Ave. is also State Hwy 21). The return trip from Fratello's to the airport will be the same route (except reversed). Here is a contact with the Oshkosh police department she has worked with us past 5 years moving the airplane. Cyndi Thaldorf Distribution: John Fitzpatrick - City Manager John, The Cirrus Design Corporation has been absolutely wonderful and easy to work with. The Police Department has worked with them for the past 5 years and we have never had any problems with escorting their planes on city streets. There are a few conditions they agree to that make this possible. • Moving the plane through the entire route takes approximately one hour. Therefore, the move must start between 4:30am and 5 :00am. This allows the plane to be put in place and off the city streets before traffic volume increases for the morning rush. There are also very few cars parked along the route at this time of day. We have found that if the move is not completed by 6:OOam, we start to experience traffic problems such as a significant increase in the number of cars traveling as well as parked along the street. As you can imagine, this makes maneuvering the plane extremely difficult. In the event that other groups make a similar request, we ask that they be required to work with the same conditions and do this on the same date and time as the Cirrus move.- • We have been able to do this in the past without incurring overtime for city officers. Officers on duty and Auxiliary officers have been able to handle the duties involved with the move. The Special Operations Sergeant usually adjusts his work day to accommodate this assignment. I have also adjusted my hours to assist with this project and have witnessed how smoothly this goes. In the event that this project would incur overtime expenses, the Cirrus Design Corporation or other businesses associated with the project would be required to reimburse the Oshkosh Police Department for full overtime expenses. • A few years ago we investigated whether or not approval was needed at the State level or from the Department of Transportation. It was determined that this type of road use and temporary closure does not meet standards to require State level approval. Please contact me if you have further questions on this. The City Council has approved this request in the past and I would support approving the request to use the city streets to move the plane for display during the EAA Airventure Convention again this year.
