The submittal described above has been reviewed for conformance with applicable Wisconsin Administrative Codes and
Wisconsin Statutes. The submittal has been CONDITIONALLY APPROVED. The owner, as defined in Chapter
101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements
Key Item(s) /Conditions:
• IBC [FJ 414.1.2 Materials. The safe design of hazardous material occupancies is material
dependent. Individual material requirements are also found in Sections 307 and 415, and in the
International Mechanical Code and the International Fire Code. This approval is based on and
limited to the review of the specific submitted MSDS sheets for materials to be stored within this
building. The information provided with this submittal indicates the materials to all be Class IB,IC,
or IIIB flammable liquids. Storage or use of any other materials will require additional review and
may have additional code requirements.
• IBC [F] 414.3 Ventilation. Rooms, areas or spaces of Group H in which explosive, corrosive,
combustible, flammable or highly toxic dusts, mists, fumes, vapors or gases are or maybe emitted due
to the processing, use, handling or storage of materials shall be mechanically ventilated as required by
the International Fire Code and the International Mechanical Code. Plans submitted do not include
this information and based on discussion with designer will be addressed under separate HVAC
submittab
• IBC [F] 414.5.4 Standby or emergency power. Where mechanical ventilation, treatment systems,
temperature control, alarm, detection or other electrically operated systems are required, such systems
shall be provided with an emergency or standby power system in accordance with this code or the ICC
Electrical Code.

• IBC [F] 414.7.1 Storage. An approved manual emergency alarm system shall be provided in
buildings, rooms or areas used for storage of hazardous materials. Emergency alarm-initiating devices
shall be installed outside of each interior exit or exit access door of storage buildings, rooms or areas.
Activation of an emergency alarm-initiating device shall sound a local alarm to alert occupants of an
emergency situation involving hazardous materials.
• IBC 711.3 Any penetrations of fire rated assemblies are required to be protected with a listed firestopping
system that matches the rating of the wall assembly being penetrated. Copies of the frestopping systems
are required to be provided at the time of inspection.
• IBC 714.2 Protection of structural members. Protection of columns, girders, trusses, beams, lintels
or other structural members that are required to have afire-resistance rating shall comply with this
section. Structural steel will meet fire resistance rating requirements by following details on sheet
A3 of these plans. Per discussion with designers office detail 4 on sheet AI showing field welding
of anchors will be modifzed to have all welding completed prior to application of coatings being
used to obtain fire resistance ratings.+
IBC 715.4.7 Fire doors shall be self closing or automatic closing. All hardware installed on rated doors
is required to comply with NFPA 80 requirements for hardware on rated doors.
IFC 901.4 Fire protection systems shall be maintained in accordance with the original installation
standards for that system. Required fire protection systems shall be extended, altered, or augmented as
necessary to maintain and continue protection whenever the building is altered, remodeled or added to.
Alterations to fire protection systems shall be done in accordance with applicable standards. Verify that
automatic fire sprinkler system in this area of the building is designed for the appropriate hazard
category for the materials being stored within this area.
• IBC 1603.3 Live loads posted. Where the live loads for which each floor or portion thereof of a
commercial or industrial building is or has been designed to exceed 50 psf (2.40 kN/m2), such design
live loads shall be conspicuously posted by the owner in that part of each story in which they apply,
using durable signs. As noted in structural calculations provide signage that indicates 5000 #
maximum wheel load.
IFC 2704.2.2.1 Containment and drainage methods. The building, room or area shall contain or
drain the hazardous materials and fire protection water through the use of one of the following
methods:
1. Liquid-tight sloped or recessed floors in indoor locations or similar areas in outdoor locations.
2. Liquid-tight floors in indoor locations or similar areas in outdoor locations provided with
liquid- tight raised or recessed sills or dikes.
3. Sumps and collection systems.
4. Drainage systems leading to an approved location
5.Other approved engineered systems.
Verify with the Fire Department that the plans to have 6 overflow drains that would discharge to the
exterior is an approved location for the drainage system.
• IFC 3403.1 Electrical. Electrical wiring and equipment shall be installed and maintained in
accordance with the NEC Comm16. The storage of the flammable liquids in this building result in
the area being a Class I Div II location per article S00 of the NEC. Caution that the oil and
antifreeze tanks are being located in this area and the associated equipment that ordinarily would
not special wiring will need to be wired perArticle S00 due to the location of the tanks in the same
building /area as the flammable liquid storage.

• IBC 906.1 / IFC 906.3 The maximum travel distance allowed to a fire extinguisher is 75 feet.
• IBC 1006.1 Means of egress illumination is required to be installed per this section
• IBC 1006.3 Means of egress illumination is required to be installed per this section. All paths of egress are
required to have adequate emergency lighting to meet the performance requirements of IBC 1006.4.
Existing means of egress emergency lighting is permitted to be maintained in compliance with the code
in effect at the time of construction. Any altered path of egress, or new path of egress, and any new
emergency lighting being installed is required to comply with current code requirements.
• Comm 5.34 No person may perform structural welding unless the person holds a registration issued by
Department of Commerce. Provide welders registration numbers for all people doing welding on this
project.
• Comm 61.30(3) This plan review does not include heating, ventilation, or air conditioning. HVAC
plans are required to be submitted and approved prior to installation or modification of H'VAC system.
• Comm 61.31(4) Revisions to approved plans. All proposed revisions and modifications which involve
rules under this code and which are made to construction documents that have previously been granted
approval by the department or its authorized representative, shall be submitted to the office that granted the
approval. All revisions and modifications to plans shall be approved in writing by the department or its
authorized representative prior to the work involved in the revision or modification being carried out. A
revision or modification to a plan, drawing or specification shall be signed and sealed in accordance with
Comm 61.31(1).
SUBMIT:
• Comm 61.40 (4) Supervision. Prior to the initial occupancy of a new building or addition and prior to
the final occupancy of an alteration of an existing building the supervising professional shall file a compliance
statement form SBD-9720 with this office.
A copy of the approved plans, specifications, and this letter shall be on-site during construction. All permits are required to
be obtained prior to commencement of work.
In granting this approval the City of Oshkosh Inspection Services Department reserves the right to require changes or
additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this
review shall relieve the designer of the responsibility for designing a safe building, structure, or component.
