AS AMENDED
PURPOSE: APPROVE RECOMMENDATIONS -URBAN DEER MANAGEMENT
PROGRAM
INITIATED BY: CITY ADMINISTRATION
WHEREAS, city staff formed a committee to study the problems created by the
presence of deer in the urbanized areas of the City of Oshkosh; and
WHEREAS, staff worked with members of the community, landowners in the
affected areas, the Wisconsin State Department of Natural Resources, the United States
Department of Agriculture -Wildlife Services Division, and the Humane Society of the
United States; and
WHEREAS, staff has recommended a multifaceted model for dealing with the
problems created by deer in the Osborne area which may be adapted for use throughout
the City of Oshkosh.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Oshkosh, that the appropriate city staff are hereby authorized and directed to:
- Work with the Humane Society of the United States for a presentation on deer
landscape management; with such presentation to be televised and rebroadcast on
local public access if possible.
- Review the effects of changes to the neighborhood as a result of deer landscape
management techniques and the deer feeding ban no later than October28, 2008
and to bring forward to the Council a proposal for additional measures, including,
but not limited to, reduction or culling of the deer herd in the Osborne Street area.
- Review the requirements for an Urban Wildlife Damage and Abatement and Control
(UWDAC) Grant through the Department of Natural Resources and to recommend
application to the Council if appropriate.
