A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. PEACE & FIRST ENGLISH LUTHERAN NEIGHBORHOOD PICNIC
Request permission to grant approval to Peace Lutheran Church and First English Lutheran
Church to close Minnesota Street, from 9 th Avenue to 11 Avenue, on Sunday, September 7,
2008, from 9:00 a.m. to 4:00 p.m., for their annual neighborhood picnic, in accordance with the
attached letter of request.
3. 13 ANNUAL WALLEYE WARM -UP TOURNAMENT
Request permission to grant approval to the Walleye Warm -Up Tournament to utilize
Menominee Park, Millers Bay and the sailboat docks on Saturday, May 24, 2008, from 5:00
a.m. to 5:00 p.m., for their 13 Annual Walleye Warmup Tournament, in accordance with the
attached letter of request.
4. MILLERS BAY 5K
Request permission to grant approval to Prime Time Timing LLC to utilize Menominee Park
and facilities on Saturday, July 19, 2008, from 6:00 a.m. to 10:00 a.m., for their Millers Bay 5K
Race, in accordance with the attached letter of request.
5. MEMORIAL DAY PARADE
Request permission to grant approval to the Oshkosh Patriotic Council to utilize street citys,
Riverside Park and Riverside Cemetery on Monday, May 26, 2008, from 8:00 a.m. to 12:00
noon, for their Memorial Day Parade, in accordance with the attached letter of request.
6. 5 TH ANNUAL WALK FOR LIFE
Request permission to grant approval to the Labor of Love Pregnancy Resource Center to
utilize city streets and facilities on Saturday, September 13, 2008, from 9:00 a.m. to 10:00 a.m.,
for their 5 th Annual Walk for Life, in accordance with the attached letter of request.
7. SHELTER TREK
Request permission to grant approval to the Oshkosh Area Humane Society to utilize
Menominee Park and facilities on Saturday, September 6, 2008, from 8:00 a.m. to 1:00 P.M., for
their 15 Annual Shelter Trek, in accordance with the attached letter of request.
8. FISHING DERBY
Request permission to grant approval to the Georgia Pacific Corporation to utilize Rainbow Park
and facilities on Saturday, May 31, 2008, from 5:00 a.m. to 5:00 p.m., for their annual Fishing
Derby, in accordance with the attached letter of request.
9. TRINITY LUTHERAN 2/5K FUN RUN /WALK
Request permission to grant approval to Trinity Lutheran School to utilize city streets,
Menominee Park and facilities on Friday, May 30, 2008, from 12:30 p.m. to 2:30 p.m., to
conduct their 2/5K Fun Run/Walk, in accordance with the attached letter of request.
10. USE OF PARKING LOT
Request permission to grant approval to Zenith Tech, Inc. to utilize the existing parking lot on
the east site of the Fox River (city lot adjacent to the Deltox building) to locate their office
trailers outside of the construction of the Wisconsin Street Bridge for bridge construction
purposes, in accordance with the attached letter of request.
11. BIKE RODEO
Request permission to grant approval to Jefferson Elementary School to close Minnesota Street,
between 10 Avenue and 11 Avenue, on Thursday, May 29, 2008, from 5:00 p.m. to 7:00 p.m.,
for their Bike Rodeo, in accordance with the attached letter of request.

Dear City Manager:
The congregations of Peace Lutheran Church and First English Lutheran Church would
like to request the Street of Minnesota between 11 Ave. and 9th Ave. be closed on
Sunday Sept 7 from 9:00a.m.- 4:00p.m.
We are having a neighborhood picnic. We are expecting between 500 and 600 people.

We are writing to request Menominee Sailboat docks for the 13' Annual Walleye Warm -
up Tournament being held on May 24, 2008. This tournament has been successfully held
for over 22 years. We are a small tournament of local residents and boost on our success
of a high percentage of fish returned into the local system with the assistance of the
Walleyes for Tomorrow release efforts. With the use of the sailboat docks this can be
done very quickly allowing our tournament a successful release. Immediately following
the contestant's fish being weighted they bead to tournament headquarters for the
presentation of awards. We would also need to have an electrical outlet to be available to
run the scale and the computer.
Last year the Oshkosh Chamber of Commerce featured our tournament on the cover of
their summer publication with an article. Please contact Randy Harwood at 920 -426-
1370 if you have any questions or concerns. Again, thank you for allowing this
tournament to be a success.

Mr. Stephany,
I am writing you on behalf of Prime Time Timing LLC. We would like to
use Menominee Park for our charity road race. The race will be called the
Miller's Bay 5k and will benefit the UW- Oshkosh Cross Country teams. We
would like to hold the race on Saturday July 19 2008. We would like to
utilize the gazebo that is off of Irving as well as the electrical outlets by the
gazebo from 6am to about loam. The race will start at 8:30am. The race
route will be primarily in the park on Pratt Trail, and also onto Hazel St. and
Menominee Dr. before turning back into the park for the finish. This is a
first year event and we are very excited about the prospect of hosting the
race in this beautiful park.

Dear Mr Fitzpatrick
& City Council Members;
Monday, 26 May 2008 is the day Memorial Day is observed. As in past years the Oshkosh Patriotic
Council is requesting use of certain areas and certain City of Oshkosh streets for the Memorial Day
Procession to the Riverside Cemetery. This is a procession in honor of our fallen comrades. It is not a
parade — we have no floats nor merrymaking units.
The Patriotic Council is requesting the use of Riverside Park by the Main Street Bridge for the 8:00 AM
Waterfront Ceremony in remembrance of those lost at sea.
Step -off would be at 9:00 AM from the corner of Algoma Blvd and Division Street with the Procession
heading west with units falling in as directed from the Beech Building parking lot as well as the parking
lot of the Safety Building. All units would be under the direction and authorization of the representatives
of the Oshkosh Patriotic Council. (We are aware that the Beech Building is privately owned and
permission for the use of its parking lot needs to be made through the building owners.)
Assistance would be required from the Oshkosh Police Department and auxiliary units to control traffic at
the intersections along the route, entering Riverside Cemetery at the last entrance prior to the military
section. The school bands generally fall out at one of the 1 ' two intersections north of Murdock Avenue.
Arrangements have been made with the individual who purchased the showmobile for its use at the
cemetery on Memorial Day. We will need to coordinate its delivery and placement as well as
arrangements for a porta - potty. In the past the City has been making arrangements for the use of one of
these..
One problem we have encountered the last several years which seems to be getting worse each year is
vendors selling trinkets along the route and cutting through the ranks of the units. Units have complained
that they feel the selling of yo -yos and other trinkets is not only not appropriate at the Memorial Day
Procession but cutting through the ranks is dangerous and hazardous both to the members of the units and
to the vendors. I am unaware if these vendors are required to purchase any selling permits or not and if
so, if they do have them, If they are required to possess some type of selling permit, are they given any
instructions as to do's, don't, and restrictions when purchased? Thank you in advance.

Labor of Love Pregnancy Resource Center seeks permission to host the 5 annual Walk For Life,
Saturday, September 13, 2008. The Walk which is the primary fund raising event for the organization
expects approximately 200 adults and youth to walk the two -mile central city route from 9 a.m. —10
a.m.
The walk route is identical to last year's successful walk. It begins and ends at Labor of Love Pregnancy
Resource Center, 204 Church Ave., Oshkosh.

Dear Tom:
I am writing to request the use of Menominee Park for the Oshkosh
Area Humane Society annual dog walk, Shelter Trek. The event is
being scheduled for Saturday, September 6. 2008 from 8:00 a.m.
to 1:00 p.m. We expect approximately 350 area residents to
participate in this annual event. Our Shelter Trek walk serves as a
major fundraiser for our organization. In 2007, we were able to
raise $23,000 to help support our programs and services.
We are aware of the ordinance prohibiting dogs in our city parks;
however, as was allowed for 2007, we are requesting a special
allowance for this event.
We again plan to erect 3 20'x20' tents North of the soccer field, will
request park benches and garbage barrels, all of which we will
return at the end of our use to the appropriate area.
I have attached a copy of our dog requirements. As you will notice,
our policies state pets must be current on vaccinations, licensed,
leashed and under control at all times. Also, owners must clean up
after their pets and we do provide bags. Volunteers walk the path
ensuring these policies are followed, but in the 14 years of
conducting this event, we never once had someone disregard our
policies.

are planning a fishing derby for that date and would like to have it at Rainbow Park.

You previously approved our fun run /walk on May 2nd. We were rained out on that clay
and would like to request a new date, May 30th.
The student council of Trinity Lutheran School requests permission for a 2/5K walk /run
starting at our school on School Ave. and proceeding through Menominee Park from
12:30 to 2:30 on the afternoon of May 30th, 2008. Our route would begin and end at Trinity
Lutheran School. It is to be a fundraiser as a memorial to the late Vicki Kolb, a former
teacher at our school.
We will not need any shelters and plan to stay on sidewalks and crosswalks the whole way.
We would like to be able to put up a card table to distribute water to the participants.

SUBJ: Request for Use of City Property — Office Trailer Site
Dear Mr. Fitzpatrick,
The purpose of this letter is to request permission to utilize the existing parking lot on the East
site of the Fox River as a location of our office trailers. We would like to move our trailer to this
location on or about June 12, 2008 and continue until project completion in October.
To accommodate the reconstruction of Wisconsin Street, we need to relocate our three office
trailers outside the limits of our construction to not interfere with another contractor. Utilizing the
City lot adjacent to the Deltox Building will minimize our utility relocations and provide Zenith Tech
and State employees with access to the site to remain effective throughout the remainder of the
project.
We realize that the remainder of the Deltox Building is scheduled to be demolished, and in citing
our trailers will remain clear of the area needed by the City Of Oshkosh crews during the removal
process. This has been reviewed on site with Steve Ghode, Public Works Dept., and we will be
able to maintain adequate distance from the existing structure.
In addition, should any restoration of the parking lot be required due to damages caused by
Zenith Tech, we understand that we will be fully responsible for such costs.
