4. 16-33 (6) GUARDRAILS SHALL BE INSTALLED AROUND THE BASEMENT STAIRWELL (EXTERIOR)
AND A HA(mRAIL INSTALLED ON THE BASEMENT STEPS. PERMIT REQUIRED.
