Board of Directors of the Oshkosh Seniors Center
Meeting Minutes - Monday August 27, 2007
Present:
Toni Anand, Claude Benedict, Joyce Ludwig, Mary Luepke, Donna Pipkorn,
Esther Stegemann, Judy Troudt, John Vandenberg, Mona Walker, Roger
Westphal, Don Wolter, and President Ralph Nielsen

President Nielsen called the meeting to order at 1:00 P.M.
Motion by Benedict for
President Nielsen called for approval of the June 25, Meeting Minutes.
approval of the June 25, 2007 minutes as distributed. Seconded by Troudt. Motion carried.
Unanimous.
DIRECTORS REPORT
Mark Ziemer reported on his progress with the 2008 budget originally submitted with a 1%
increase and then with an additional requirement to cut an extra $22,000.00. He stated the next
step will be to have the budget reviewed by the City Manager and accounting staff and then on to
the Council for review at their budget workshop. He stated next month he would have a matrix of
revenue and expenses for 2008 to share with the Board.
Mark Ziemer reported that the Development Coordinator, Mary Mueller, has resigned, leaving
approximately $10,000 in the budget for that position. He stated he is looking to fill that position
and will seek additional funding for 2008. Mark Ziemer stated in regards to fund development
his first priority is for the growth of the endowment fund.
Mr. Wolter stated at a previous meeting Eileen Connelly-Keesler of the Oshkosh Area
Community Foundation spoke and emphasized that now is the time to seek support of the aging
senior population.
Mark Ziemer continued his report with showing the Board a 20-second commercial promoting
the Seniors Center produced by Time Warner Cable as a result of a grant that Sue Kreibich had
initiated.
Mary Luepke suggested that during the Senior Savvy television program perhaps the commercial
could be used to further promote the Seniors Center.
COMMITTEE REPORTS
Mr. Wolter had passed around a report at the beginning of the meeting for the Facilities
Committee meeting held July 20, 2007 and noted that pilot lights had been turned off on the grill
top as a result of a gas smell in the kitchen.
Chairman Nielsen had also noted that Dick Ristow had assisted in repairing the kitchen floor
saving the Center a considerable amount of money.

OLD BUSINESS
-Report on meetings held to review the proposed committee structure:
Mark Ziemer
proposed a reduction in the number of committees to include a Governance Committee, a Fund
Development Committee, and a Facilities Committee, and to form ad-hoc committees or task
forces as the need arises. He stated the most important task at hand is to raise funds to support
the aging public.
Mark Ziemer reported that he had met with Claude Benedict, and Mona Walker to discuss the
Governance Committee in regards to the responsibilities, purpose, orientation, procedures,
education, and job description. President Nielsen asked when the Board was going to see
guidelines for this committee. Mark Ziemer stated the committee would have BOD job
descriptions and committee guidelines by the next meeting.
Mark Ziemer stated he will be pursuing community representatives to meet regarding fund
development. Among the names he is looking at are Tom Reagan and John Kerrigan. He asked
for board members to suggest other names to be considered.
President Nielsen questioned if the Board, the Committee on Aging and the Friends Board
should have a joint meeting again. Mark Ziemer replied that he would like to see the completion
of the Master Plan first, which should happen by the end of the year, that joint meeting could
take place at that time.
-Report on Update of the Oshkosh Senior Center Board Constitution:
Mr. Ziemer stated that
Ellen Hofeldt has done much work on revisions to the constitution. He, Ellen Hofeldt, Mona
Walker and Don Wolter will continue to meet to bring proposed changes to the next meeting.
NEW BUSINESS
Donna Pipkorn reported that the Friends made a profit of $1700 from the Kids From Wisconsin
performance. She also stated raffle tickets are on sale for the Fall Family Fun Fest on September
9th for $1 each or 6 for $5.00.
There being no further business the meeting was adjourned at 1:50 p.m. (Wolter/Benedict).
