A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. REQUEST FOR VARIANCE
Request permission to grant a variance to the city's noise ordinance to Zenith Tech, Inc. so that
they are able to start work on the Wisconsin Street Bridge at 6:00 a.m. effective May 1, 2008,
to take advantage of cooler temperatures in the morning, in accordance with the attached letter
of request.
3. TRINITY LUTHERAN 2/5K WALK/RUN
Request permission to grant approval to Trinity Lutheran School to utilize city streets,
Menominee Park and facilities on Friday, May 2, 2008, from 1:00 p.m. to 4:00 p.m., for a 2/5K
Walk/Run, in accordance with the attached letter of request.
4. GRAND 125 YEAR CELEBRATION
Request permission to grant approval to the Grand Opera House to utilize Opera House Square
and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on
Saturday, August 9, 2008, from 7:00 a.m. to 8:00 p.m., to mark the Grand's 125 anniversary,
in accordance with the attached letter of request.
5. OPERATION DONATION
Request permission to grant approval to the Community Blood Center to utilize Opera House
Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on
Thursday, June 19, 2008, from 6:00 a.m. to 7:00 p.m., for their special event blood drive, in
accordance with the attached letter of request.
6. BLOCK PARTY
Request permission to grant approval to the residents of Minnesota Street to close Minnesota
Street, from South Park Avenue to 12 Avenue, on Saturday, May 10, 2008, from 12:00 p.m. to
6:00 p.m., for their annual block party, in accordance with their recently submitted Block Party
Request Form.
7. WALLEYE FEST 2008
Request permission to grant approval to the Otter Street Fishing Club to utilize Millers Bay,
Menominee Park and facilities on Friday, Saturday and Sunday, June 13, 14 and 15, 2008, from
3:30 a.m. to 9:00 p.m., and to grant the exclusive use of the docks in the park from 12:01 a.m. on
Friday, June 13 until 6:00 p.m. on Sunday, June 15 for their Walleye Fest 2008 event, in
accordance with the attached letter of request.
8. 17" ANNUAL CHILDREN'S FISHEREE
Request permission to grant approval to the Otter Street Fishing Club to utilize Millers Bay,
Menominee Park and facilities on Saturday, August 9, 2008, from 5:00 a.m. to 5:00 p.m., for
their 17 Annual Children's Fisheree, in accordance with the attached letter of request.
• OAKLAWN ELEMENTARY WALK- A -THON
Request permission to grant approval to Oaklawn Elementary School to close Viola Street, from
Main Street to Jackson Street, on Monday, May 12, 2008 (rain date May 14 from 8:00 a.m. to
2:30 p.m., for their annual Walk- A -Thon, in accordance with the attached letter of request.

SUBJ: Request for Variance — Hours of Work
Dear Mr. Fitzpatrick,
April 7, 2008
The purpose of this letter is to request a variance to the City's noise ordinance and change our
work hours for the summer months. Due to the increasing hours of daylight and the associated
cooler temperatures in the morning Zenith Tech would like to request a variance to start work on
the above referenced project at 6:OOAM effective May 1, pending approval, and continue with this
schedule until the daylight conditions preclude doing so. This would allow our trade's people to
complete the days work prior to the hottest part of the day.
Currently we are scheduled to work 8 hour days, therefore the proposed work hours would be
6:OOAM to 2:30PM. Should our schedule require additional hours to be worked, it is anticipated
that we would change to a 10 hour day, ending the shift at 4:30PM.
Zenith Tech does realize that this variance may have possible effect on residents and as a
condition of the variance we will limit the work performed prior to 7:OOAM to limited noise
producing activities. We also realize that the City would have the right to terminate any variance
at their discretion for any reason.

The student council of Trinity Lutheran School permission for a 2/5K walk /run starting at our
school on School Ave. and proceeding through Menominee Park on the afternoon of May
2nd, 2008. Our route would begin and end at Trinity Lutheran School. It is to be a fundraiser
as a memorial to the late Vicki Kolb, a former teacher at our school.
We will not need any shelters and plan to stay on sidewalks and crosswalks the whole way.
We would like to be able to put up a few card tables to distribute water to the
participants.

Re: Use of Opera House Square
Dear Mr. Stephany
I submit to you a request for approval and recommendation to the Council for
the use of Grand Opera House Square on Saturday, August 9, 2008.
As we continue to grow into our 125th year we are planning on an outdoor
celebration to mark The Grand's anniversary. We plan to have in the park an all
ages even with live music, games and more. We will then carry on the days'
activities into the evening inside The Grand. We also will be unveiling the new
Grand Lounge upstairs where the old administrative offices used to be.
We will need the exclusive use of Opera House Square from about 7:00 AM on
August 9th and will be clear by about 8:00 PM. This time will include our set
up and tear down as well as the event(s). Our outdoor portion of the day's
activities are tentatively planned to run from noon to 5:00 PM.

Dear City Council,
My name is Carrie Tucker and I'm your local representative from the Community Blood
Center. The Community Blood Center is your local sole blood provider and we have
been providing 100% of the blood products used at Mercy Medical Center since
September of 1995 and at Aurora Medical Center since July of 2003. We also provide
the blood products used in hospitals surrounding your community such as Berlin
Memorial_ Hospital, Ripon Medical Center, and Theda Clark Medical Center in Neenah.
The last two years, The Community Blood Center hosted a special event blood drive in
Opera House Square called "Operation Donation ". In 2007, we recruited 113 blood
donors from area businesses as well as from community organizations to come down to
the square and save some lives right here in our community. Because this event was
overwhelmingly successful, we are looking to host the 3rd Annual event on June 19. We
would like to use the Opera House Square on June 19 from 6 a.m. - 7 p.m. (the blood
drive will run from 8 a.m. - 5 p.m. but we will need set -up and take down time).
We are hoping that you. will allow us to park our bloodmobiles on Market Street
alongside the square, as well as to use the park area for our registration set -up and
reception area for donors.

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out

Dear Sir,
The Otter Street Fishing Club is the sponsor of Walleye Fest 2008, to be held in
Menominee Park on June 13, 14, & 15 Each Year we have encountered problems
with access to the two large docks in the park. Boats tied up to those docks remain
there and prevent access to the 310 boats registered for the tournament. We are
informed by the Police department that the current ordinance allows boats to remain at
these docks up to 18 hours.
We would like to request the city council to grant an exclusive use permit to the Otter
Street Fishing Club for these docks from12:01 am on Friday June 13th until 6 pm
Sunday June 15 for the purpose of running this event. The Fishing Club has
contributed half the funds to construct these docks and would greatly appreciate their
exclusive use during these three days. We thank you for granting this request last year
and ask your consideration again this year. Also a copy of the permit (if granted) for our
site use is requested.

To Whom it May Concern:
The Otter Street Fishing Club is asking the Oshkosh City Council and the Oshkosh Parks Department to
approve our request to sponsor our 17 Annual Free Children's Fisheree. We will be holding this event
on the morning of Saturday August, 9 2008 at Menominee Park.
The area we would like to use is the shore of Miller's Bay, North of New York Avenue to the end of Ames
Point, on Menominee Drive.
The Otter Street Fishing Club will coordinate the final details of this event with the Oshkosh Parks
Director, Mr. Tom Stephany, and the Oshkosh City Police Department.
If approval is granted, The Otter Street Fishing Club is requesting a copy of approval to have on site.
