PLAN COMMISSION MINUTES
April 15, 2008

Chairperson Dell’Antonia called the meeting to order at 4:01 pm. Roll call was taken and a quorum
declared present.
The minutes of April 1, 2008 were approved with the correction that the motion to approve the land
division for 410-430 North Sawyer Street was made by Mr. Esslinger, not Mr. Wesenberg. (Lowry/

I.A. THREE-LOT LAND DIVISION/CERTIFIED SURVEY MAP AT THE 600 BLOCK OF
FARMINGTON AVENUE
The petitioner is applying for a three-lot land division of a 38,360 square foot parcel to create three
parcels of land suitable for single-family development on the new lots.
There was no discussion on this item.
I.B. ACCEPT SANITARY SEWER EASEMENTS ALONG THE EAST SIDE OF THE 3300
BLOCK OF COUNTY ROAD A
The Department of Public Works is requesting the acceptance of sanitary sewer easements for six
properties located on the east side of the 3300 block of County Road A.
There was no discussion on this item.
I.C. TWO-LOT LAND DIVISION FOR PROPERTY ON SOUTH WASHBURN STREET
LOCATED SOUTH OF 3325 SOUTH WASHBURN STREET (BERGSTROM’S AUTO)
The petitioner is applying for a two-lot land division of 31.4 acres of land currently contained within one
existing parcel. The proposed division is as follows:

Lot 1 = 7,1423 acres
?
Lot 2 = 24,2995 acres
Mr. Buck commented that the Department of Public Works has requested a temporary ½ cul-de-sac
easement for turnaround purposes at the end of Insurance Way until such time that the street is
constructed. Also, before any further land division or development is planned for the remaining portion
of the parcel (Lot 2), City staff needs to evaluate the entire area to determine if Insurance Way is going
to continue south or if it would head east to connect with Washburn Street.

Ms. Mattox questioned who would determine the location of the future Insurance Way.
Mr. Buck responded that it would be collaboration with City staff from the Transit Department, Public
Works, and Planning Services as well as the property owner and would require approval of the Council.
Ms. Mattox asked if the Planning Services staff has developed a concept of what they would like to see
as far as the location of Insurance Way.
Mr. Buck replied that staff has not yet analyzed the situation and would be working with the other
departments mentioned to decide the best layout for the continuance of the street. The City could
possibly officially map the area for the road once a determination has been made.
Mr. Wesenberg inquired if Insurance Way is improved.
Mr. Buck responded that it was not at this time. The road is not currently paved and is just dedicated
right-of-way at present.
Dennis Jochman of the Bechard Group, 17 Park Place, Suite 100, Appleton, representing the property
owners, stated that he had brought five copies of a revised CSM depicting the wetlands, drainage way
and turnaround easement as requested in the staff conditions. He further stated that the property owner
does not presently have any plans for future development south of this lot.
Mr. Dell’Antonia questioned what was going to be developed on Lot 1.
Mr. Jochman replied that he could not comment on the plans for the site at this time.
Motion by Lowry to approve the consent agenda as requested with the following conditions to be
applied to Item I.C.:
1.Wetlands, streams and drainage features are depicted on the CSM with easements, as
required by the Department of Public Works.
2.Provision of a temporary turnaround and easement at the southern extent of Insurance
Way as required by the Department of Public Works.
Seconded by Scheuermann. Motion carried 7-0.
II. PROPOSED TEXT AMENDMENT TO THE COMPREHENSIVE PLAN
The Department of Community Development is requesting two text amendments to the Land Use
chapter of the Comprehensive Plan. The first amendment would clarify that the recommended land use
maps would apply to only those areas within the City’s three mile extraterritorial plat review boundary.
The other amendment would make it clear that agricultural uses can continue in all recommended land
use areas (i.e. industrial, residential, commercial, etc.).
Ms. Scheuermann stated that in the added third paragraph, the wording of the first sentence sounded
awkward. She suggested moving the word exist to the end of the sentence.
Mr. Dell’Antonia suggested moving the first five words of the sentence to the end of that sentence
instead. The commission members agreed on this grammatical change.

Ms. Mattox commented that the word “as” should be removed from the third sentence of this same
paragraph. The commission members agreed on this revision as well.
Motion by Scheuermann to approve the proposed text amendment to the Comprehensive Plan as
requested with the grammatical changes noted above.
Seconded by Lowry. Motion carried 7-0.
There being no further business, the meeting adjourned at approximately 4:28 pm. (Scheuermann/
