COMMON COUNCIL MEETING

A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. WEDNESDAY FARMERS' MARKET
Request permission to grant approval to the Wednesday Farmers' Market group to utilize Opera
House Square and facilities, and to close Market Street, from High Avenue to Algoma
Boulevard, every Wednesday, from June 18 through October 29, 2008, from 6:00 a.m. to 2:00
p.m., for their Farmers' Market, in accordance with the attached letter of request.
Council approved with the following two conditions: requiring the Farmers'
Market to work with the Chamber and OAEDC on the location and coordination
of the two events; and that the Farmers' Market provide the required insurance to
the City prior to the event.
3. MIDWEST WALLEYE TOURNAMENTS
Request permission to grant approval to TFM Promotions Ltd. to utilize Rainbow Park and
facilities on Saturday and Sunday, April 26 and 27, 2008, and on Saturday and Sunday, August
9 and 10, 2008, from 5:00 a.m. to 5:00 p.m., for their Midwest Walleye Tournaments, in
accordance with the attached letter of request.
4. OUTBOARD MOTORBOAT RACES
Request permission to grant approval to the Badger State Outboard Association to utilize
Menominee Park, Millers Bay and facilities on Saturday and Sunday, August 30 and 31, 2008,
from 11:30 a.m. to 7:00 p.m., for their annual outboard motorboat races, in accordance with the
attached proposal of request.
5. REQUEST FOR TEMPORARY ACCESS
Request permission to grant approval to Dumke Management, Inc. to temporarily access their
office complex during the closing of Ohio Street via Michigan Avenue to alleviate some of the
congestion around the Ohio Street/Witzel Avenue access, in accordance with the attached letter
of request.
6. SILVER STAR TRIATHLON
Request permission to grant approval to the Oshkosh Seniors Center and Oshkosh Recreation
Department to utilize city streets and facilities on Friday, May 9, 2008, from 9:00 a.m. to 10:00
a.m., for their Silver Star Triathlon event, in accordance with the attached letter of request.

Subject: use of Rainbow Park April 26 and 27, 2008 and August 9 and 10, 2008
Dear Trish:
I would like to reserve Rainbow Park for a Midwest Walleye Tournament April 26 and April 27,
2008. We would setup at Rainbow Park Saturday April 26, 2008. We will not need shelter just
electricity which we have run from the shelter by the restrooms in the past. We would also
request that there would be some garbage cans available to assure that we can leave the area
clean. In the past we have not had garbage cans available.
I would also like to request Rainbow Park for August 9 & 10, 2007. We would setup Saturday
August 9, 2008. We will not need shelter just electricity which we have run from the shelter by
the restrooms in the past We again would request some garbage cans to assure we can leave the
area clean when we leave the park.
We have insurance and will provide the city of proof of insurance as we have in the past.
We spoke about this and the gentleman that had the park for bass tournaments is going to use a
different location for his April tournament.

Proposal for Oshkosh Regatta 2008
Badger State Outboard Association (BSOA) proposes a two -day event of outboard motorboat
races at Oshkosh, WI (Miller's Bay) on Aug 30 and 31 at 2008. The event is sanctioned by
APBA (American Power Boat Association) and shall consist of various classes and divisions of
outboard race boats.
The two -day event will include testing of race boats from 11:30 am to 12:00 pm with racing
starting after 12:00 pm until finished no later than 7:OOpm.
BADGER STATE SHALL BE RESPONSIBLE AS FOLLOWS:
1. To conduct the races and handle all race related duties, such as:
A. Secure APBA Sanction and Insurance Liability coverage
B. Selection of Officials
C. Setting out and removing the course (buoys)
D. All race equipment, such as buoys, anchors, rope, scales, flags, timing equipment,
starting clock, communication radios, etc
E. Handle all race entry income and disperse all expense and award monies.
2. A minimum of three (3) patrol and safety boats. BSOA will arrange for divers if required.
3. Erect a suitable judge's stand and inspection area. Only authorized personnel by the Race
Director or Referee is allowed.
4. Erecting a suitable P.A. system for race announcing and local advertisements.
5. Race event schedule - race schedule will be determined by the race committee after all entries
are in. The water will be opened periodically for traffic if required. BSOA reserves right to
cancel regatta if in the judgement of race officials, weather or water conditions are prohibitive.
6. Coast Guard - BSOA will make the necessary arrangements with the
Coast Guard on Federal waters.
7. Arrangements for ambulance to be at race by 11:30 am each morning and it is expected to be
on site until 7:00 pm, if necessary (unless local sponsor agrees to secure ambulance services).
The ambulance is not to be on call for non -boat race usage and a second ambulance is to be
available on 15 minutes notice if the first ambulance must leave with an injured driver.
8. BSOA is currently planning to provide food and beverage concessions. The organization may
contract these services through local nonprofit community organizations. BSOA will work with

This letter is to inform you that the Oshkosh Seniors Center, in conjunction with the Oshkosh
Recreation Department, has requested to use the following two -mile route for a run/walk event
for the Silver Star Triathlon on Friday, May 9, 2008 from 9:00 -10:00 a.m.:
• Route begins at the Oshkosh Seniors Center North Facility (Annex)
• Route turns RIGHT on Campbell Road to Taft Avenue
• Route then turns LEFT on Taft Avenue to Bauman Street
• Turn RIGHT on Bauman Street to Van Buren Avenue
• Then LEFT on Van Buren Avenue to Josslyn Street
• Again LEFT on Josslyn Street to Taft Avenue
• Route turns RIGHT at Taft Avenue to Campbell Road and veers RIGHT
• Route ends on Campbell Road at Seniors Center North Facility (Annex)
