CITY OF OSHKOSH LANDMARKS COMMISSION
MINUTES
February 13, 2008

CALL TO ORDER
Vice Chair Bev Harrington called the meeting to order and a quorum was declared present.
APPROVAL OF MINUTES
Arlene Schmuhl moved approval of the January meeting minutes. Paul Arnold seconded the motion,
which passed unanimously.
COMMISSION MEMBERSHIP
Several people who have been contacted as potential members indicated they were interested but did not
have sufficient time to commit. A homeowner who is restoring a Victorian cottage in the Algoma
Boulevard Historic District will be contacted next.
2008 GOALS
Burk Tower moved approval of the following goals;
Local landmark designation of at least one property
Preservation of Riverside Cemetery
Publish four editions of “Life in the Past Lane”
Enhance the Acanthus Awards Program
Premier Survey Update Video during Preservation Month and do OCMS interview
Paul Arnold seconded the motion which passed unanimously.
DISTRICT REPORTS
As Harold Buchholz, who had requested this item be placed on the agenda, was not present, it was laid
over for the March agenda.
NATIONAL TRUST MIDWEST OFFICE REPORT
Trent Margrif reported on grant funds that had been awarded and that were available in Wisconsin and the
types of activities these grants could fund. He also reported that the National Trust web site had been
upgraded and had a new address – www.preservationnation.com.

RECOMMENDATION – CELL TOWER ON 14 AVENUE
Staff provided the Commission with information submitted by a consultant on a 70 foot monopole
th
proposed to be constructed at 520 W. 14 Avenue. This information was submitted to the Commission
for comment as part of a FCC requirement that cell tower construction not have a negative impact on
historic properties. Following discussion, the Commission concluded that the report failed to correctly
identify all of the historic resources in the area and that based on the information provided, it appeared
that the tower would have a negative impact on area historic resources and the view shed. Staff will
forward these comments to the consultant.
MOVIE FILMING – NORTH MAIN STREET
Staff reported there was a possibility that North Main Street may be used to film part of a film on John
Dillinger, however a formal decision has not been made.
ACANTHUS AWARDS
Commission members discussed potential nominees.
TOWER AT WATER TREATMENT PLANT
Commissioners expressed concern over the plans to demolish the tower at the water treatment plant by the
fall. Staff will contact the State Historical Society for an evaluation of the historic significance of the
tower, which is not currently listed on the National Register of Historic Places. If the tower is determined
to have historic value, staff will call a special meeting of the Commission to further discuss the situation.
REPORTS OF WORKING SUBCOMMITTEES
Riverside Cemetery
Todd Clark is working on a proposed 5 year capital improvement budget.
Local Landmark Candidate
Shirley Mattox reported she is continuing to work on research for Landmarking of the Gates House at 404
W. New York.
Progress on Bungalow Research
There was no report on this item.

The first newsletter for 2008 has been completed and posted on the Commission web page.
PLANNING CALENDAR REVIEW
There was nothing to act on regarding this matter.
AGENDA ITEMS FOR MARCH MEETING
Staff was directed to include State Historical Society award nominations to the March meeting agenda.
ADJOURNMENT
There being no further business, Shirley Mattox moved the meeting be adjourned. Burk Tower seconded
the motion, which passed unanimously.
