HomeMy WebLinkAbout08-39FEBRUARY 12, 2008 08 -39 RESOLUTION (CARRIED 6 -1 LOST LAID OVER WITHDRAWN ) PURPOSE: GRANT CONDITIONAL USE PERMIT / 2551 JACKSON STREET INITIATED BY: BAYSHORE DEVELOPMENT II, OWNER PLAN COMMISSION RECOMMENDATION: Found to be consistent with Section 30 -11(D) and approved BE IT RESOLVED by the Common Council of the City of Oshkosh that a conditional use permit is hereby granted under Section 30 -11 of the Oshkosh Zoning Ordinance for establishment of a distribution /fulfillment center, per the attached, with the following conditions: 1) No outdoor storage of materials or products. 2) On -site storage of tractor trailers shall be limited to 2 trailers located only on the established loading docks on the west side of the building. M 40 QV 6 Oshl� ®sh, Wisconsin 54902 920 4261973 1 {ax9202335427 Mobile. - 7922 NARRATI'VE CONDITIONAL USE PERMIT APPLICATION 2551 JACKSON STREET FORMER COPPS GROCERY STORE 56,000 SF OSHKOSH, WISCONSIN The proposed usage of this long time vacant former grocery store as a distribution/fulfillment center cannot be accomplished without a conditional use permit. A distribution center is allowed in this C-2 zoned site but only with a conditional use permit. The proposed use as a distribution/fulfillment center will create less traffic; have approximately 60 to 80 employees, and almost no daily customers, creating a nice buffer between the busier commercial uses to the East and the residential occupancies to the West and North. It is also likely that there will be less, truck activity to the Westerly loading docks than when it was operated as a grocery store. We anticipate no exterior changes to the existing masonry fagade, except for minor signage, and the existing landscaping; parking etc. will all be retained in its previously approved and installed positions. Ironically, the interior use, layout and function as a ffilfillment center is practically the same asiz, grocery store as the aisles, and stacking are the same except an employee selects and packages the product instead of a customer. There will be receiving areas, fulfillment, shipping, a small embroidery/printing area [allowed use in C-2] and the existing offices will be utilized. The, fulfillment function employs approximately 30 to 40 elderly folks who will be much better suited to this site rather than in an industrial park setting. It is fu3ished to nicer standard, handicap accessible, safer, closer to their housing, centrally located, and has better lighting, flooring and HVAC than an alternate industrial site. The area to the East of the building to Jackson Street will likely be developed further as complying C-2 uses.
