BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. JAYCEES EASTER EGG HUNT Request permission to grant approval to the Oshkosh Jaycees to utilize South Park and facilities on Saturday, March 22, 2008, from 9:00 a.m. to 1:00 p.m., for their annual Easter Egg Hunt, in accordance with the attached letter of request. 3. SHAMROCK SHUFFLE Request permission to grant approval to the University of Wisconsin - Oshkosh to utilize city streets and facilities on Saturday, March 15, 2008, from 9:00 a.m. to 10:00 a.m., for their Shamrock Shuffle run/walk event, in accordance with the attached letter of request. 4. FESTIVAL OF SPRING Request permission to grant approval to the Paine Art Center & Gardens to close Algoma Boulevard, from Congress Avenue to New York Avenue, and Congress Avenue, from Algoma Boulevard to Elmwood Avenue, on Saturday, May 17, 2008, from 5:00 a.m. to 5:00 p.m., for their Festival of Spring event, in accordance with the attached letter of request. 5. FAIRE ON THE GREEN Request permission to grant approval to the Paine Art Center & Gardens to close Algoma Boulevard, from Congress Avenue to New York Avenue, from 5:00 a.m. to 9:00 a.m. and again from 4:00 p.m. to 5:00 p.m., and Congress Avenue, from Algoma Boulevard to Elmwood Avenue, from 5:00 a.m. to 5:00 p.m., on Sunday, July 13, 2008, for their Faire on the Green event, in accordance with the attached letter of request. 6. FISHING HAS NO BOUNDARIES Request permission to grant approval to the University of Wisconsin - Oshkosh to utilize Menominee Park and facilities on Friday, Saturday and Sunday, May 16 -18, 2008, from 6:00 a.m. to 6:00 p.m., for their Fishing Has No Boundaries event, in accordance with the attached letter of request. 7. THE HUMAN RACE Request permission to grant approval to the Volunteer Center of East Central Wisconsin, Inc. to utilize Menominee Park and facilities on Saturday, May 3, 2008, from 6:00 a.m. to 1:00 p.m., for their Human Race walk/run, in accordance with the attached letter of request. 8. RACE UNITY SOCIAL Request permission to grant approval to the Race Unity Social Planning Committee to utilize Abe Rochlin Park and facilities on Sunday, June 8, 2008, from 8:00 a.m. to 5:00 p.m., for their 15 Annual Race Unity Social, in accordance with the attached letter of request. Request permission to grant approval to Lutheran Homes of Oshkosh, Inc. to utilize Menominee Park and facilities on Saturday, July 12, 2008, from 10:00 a.m. to 2:00 p.m., for their 5 th Annual Cardboard Boat Regatta, in accordance with the attached letter of request. 10. URBAN CLOSE AIR SUPPORT EXERCISES Request permission to grant approval to the Air National Guard Combat Readiness Center, located at the Volk Field Air National Guard Base, Wisconsin, to conduct Urban Close Air Support exercises in and in the airspace above the City of Oshkosh. Club are requesting to use the following 5k route for the "Shamrock Shuffle," a run/walk event on Saturday, March 15, 2008 from 9:00 -10:00 a.m.: • Route begins at the Student Recreation & Wellness Center, 735 Pearl Ave. • Route crosses through the UWO campus across High and Algoma Ave. to Elmwood Ave. • Route then turns north, turning next to the LEFT onto Woodland St. • Route then turns RIGHT onto Algoma Ave and then RIGHT again onto Vine St. • Route crosses Elmwood Ave. and turns north again to New York Ave. • A short RIGHT and then a LEFT are taken to Spruce St. • Route turns LEFT onto Congress Ave. • Route turns LEFT back onto Elmwood Ave and continues back to New York Ave. • Route turns RIGHT at New York Ave., crosses Algoma Ave., and turns RIGHT. • Rote follows Algoma Ave. back to Congress St. where it turns LEFT to High Ave. • Route continues south along High Ave. and turns RIGHT onto Rockwell Ave. and merges with the Wiouwash Trail along the river. • Route follows trail south and ends at the Student Recreation & Wellness Center. Box 1130 Oshkosh, WI 54903 -1130 Dear Mr. Wollangk; PAINE ART CENTER GARDENS Though we are deep in the middle of winter, the Paine Art Center and Gardens is preparing for two of our largest events. These events would be the Festival of Spring event to be held on Saturday, May 17, 2008 and the Faire on the Green event to be held on Sunday, July 13, 2008. These events bring thousands of people to Oshkosh and in particular to the area where the Paine is located. It is our desire at this time to request that both Algoma Boulevard and Congress Avenue be closed for the May 17 event from 5 a.m. until 5 p.m. The portion of the streets that we request to be closed is Algoma Boulevard from Congress Avenue to New York Avenue and Congress Avenue from Algoma Boulevard to Elmwood Avenue. The cornets of Algoma Boulevard, Congress Avenue "and Elmwood Avenue are congested with the traffic of vendors who are coming as early as 5:00 a.m. to set up their booths for the event and this same congestion occurs again after 4:00_ p.m. when the vendors will be trying to load up their vehicles and leave. It is also our desire to request that both Algoma Boulevard and Congress Street be closed for the July 13 event from 5 to 9 a.m. during the time the vendors will be unloading; and again from 4 to 5 p.m. while the vendors are loading. We do not feel it is necessary to close Algoma Boulevard during the hours of 9 a.m. and 4 p.m. However, we are requesting that Congress Street be closed throughout the entire day until 5 p.m. after the vendors have had a time to pack up their belongings and move out from the area. To simplify, the request could be summarized as such. May 3. 2008 Dear Council Members, With your permission, the Volunteer Center of East Central WI - Oshkosh would like to use Menominee Park, Miller's Bay area, on Saturday, May 3, 2008 for our fundraiser. The event is from 8:30am to Noon. We would be arriving around 6am for set -up and the area should be cleaned up by approximately fpm. We would like to rent the Kiwanis Shelter and start the race in that area going along the path not quite to the point. The Human Race is a unique opportunity for individuals, families, and businesses to come together to raise money for area non - profit organizations. Participants collect pledges toward a non - competitive walk/run. Nonprofit agencies, schools, school groups, churches, and service clubs are all encouraged to participate in this great event. The Volunteer Center staff and board coordinate the tasks to put on this event. We order the pledge sheets, t- shirts, and food. We do the set -up and clean -up. Participating agencies and groups are asked to join us by walking and raising money for their own organization. Last year we had 16 participating agencies and approximately 200 people. This year we are hoping to expand this event by having at least 20 participating agencies and approximately 250 people. The mission of the Volunteer Center of East Central WI is to develop, coordinate, and promote volunteerism to address community needs in East Central Wisconsin. We are a 501(3)c non - profit organization. Our main office is located in Appleton and the office in Oshkosh opened in May of 2004. This event has been held for the past 14 years, and we feel it has been a great success. It is held to celebrate the diversity in our community and to provide a friendly environment for those attending to become acquainted with each other and by doing so learn that we have much in common. Those of us that have attended this event over the years have made new friends each year. To date we have identified thirty (30) languages that are spoken in Oshkosh, and, with each of these languages come cultural values that are worth sharing with others. The richness of these cultural values adds to the attractiveness of our community and helps us to understand the bounty of a diverse community and the fact that unity in diversity is not only possible but desirable.
