A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. FRATELLO'S 5
Request permission to grant approval to Fratello's Restaurant and Run Away Shoes to utilize
city streets and facilities on Saturday, March 15, 2008, from 8:00 a.m. to 10:30 a.m., for their
1 st Annual Fratello's 5 Race, in accordance with the attached letter of request.
4. BATTLE ON'BAGO 2008
Request permission to grant approval to the Oshkosh Southwest Rotary Club to utilize
Menominee Park and facilities on Saturday, March 1, 2008, from 6:00 a.m. to 4:00 p.m., for an
ice fishing tournament entitled, "Battle on 'Bago 2008 ", in accordance with the attached letter
of request.
5. WATERFEST CONCERT SERIES
Request permission to grant approval to the Oshkosh Chamber of Commerce and Waterfest,
Inc. to utilize Riverside Park and the surrounding area every Thursday, from May 22 through
August 28, 2008, from 10:00 a.m. to 1:00 a.m., for the Waterfest Concert Series, in accordance
with the attached letter of request.
6. SUMMER SENIOR GAMES
Request permission to grant approval to the Oshkosh Recreation Department and Oshkosh
Seniors Center to utilize South Park and facilities on Monday, June 23, 2008, from 8:00 a.m. to
3:00 p.m., for their Summer Senior Games event, in accordance with the attached letter of
request.
7. CABELA'S MASTERS WALLEYE CIRCUIT OUALIFYING FISHING TOURNAMENT
Request permission to grant approval to the Oshkosh Convention & Visitors Bureau to utilize
Millers Bay, Menominee Park and facilities on Friday, Saturday and Sunday, June 20, 21, and
22, 2008, from 5:00 a.m. to 8:00 p.m. each day, for the Cabela's Masters Walleye Circuit
Qualifying Fishing Tournament, in accordance with the attached letter of request.
8. BAYSHORE K
Request permission to grant approval to Run Away Shoes and the University of Wisconsin -
Oshkosh to utilize Menominee Park and facilities on Saturday, June 21, 2008, from 6:30 a.m. to
10:00 a.m., for the 7 th Annual Bayshore K Run, in accordance with the attached letter of
request.
9. XTREME "X" BOAT INVITE REGATTA
Request permission to grant approval to the Oshkosh Yacht Club to utilize Millers Bay,
Menominee Park and facilities on Monday and Tuesday, July 14 and 15, 2008, from 8:00 a.m.
to 6:00 p.m., for their third annual "X" Boat Invite Regatta, in accordance with the attached
letter of request.
10. " X" CLASS CHAMPIONSHIP REGATTA
Request permission to grant approval to the Oshkosh Yacht Club to utilize Millers Bay,
Menominee Park and facilities from Wednesday through Saturday, July 23 -26, 2008, from 8:00
a.m. to 6:00 p.m., for their "X" Championship Regatta, in accordance with the attached letter of
request.

Mr. Stephany:
I am writing in regards to the Fratellos 5. This event is in its 1st year and is put on by Run Away
Shoes and the Fratellos Restaurant. The race will be held on March 15 2008 at 9:OOam.
The course will be run starting at Arboretum Dr in Front of Fratellos restaurant. It will proceed
to Rivermill Rd. and on the Wiouwash Trail. From there we will connect to Marine Dr. and turn .
left onto West Wind Road. The race will continue on West Wind until it intersects with Sunset
Point Lane, at which point it will turn back on itself and follow the same route back to
Arboretum Dr. and end in front of Fratellos.
We look forward to receiving your approval on the course on March 15 from 8:00 a.m. until
10:30 a.m.

Dear City Council Members:
The Oshkosh Southwest Rotary is requesting permission to host an Ice Fishing Tournament out
of Menominee Park on Saturday March 1, 2008, from 6:00 A.M. to 4:00 P.M. The event is called
"Battle on'Bago 2008" and will primarily benefit the Kids' Wish for Fish Program and local
Walleyes for Tomorrow chapters. In addition to other fund raising events Oshkosh Southwest
Rotary performs, we believe this event has strong growth potential and ability to attract a number
of people to our fine community from surrounding areas.
Please place our request on the Council's Agenda for approval. I will be at the meeting to
answer any questions. Please advise me of the time and place. I can be reached at 920 - 236 -6835

Dear John:
On the behalf of the Oshkosh Chamber of Comnierce and Waterfest, Inc., please accept this
request for the use of Riverside Park to include the area up to and around the Leach Amphitheater
for the 2008 Waterfest Concert Series.
Waterfest, Inc. requests to reserve and occupy "Riverside Park defined as running from Main
Street on the west to the railroad tracks on the east with Ceape Street on the North and the Fox
River to the South. The area occupied to include all parking arid all park facilities other than the
Convention Center. Additionally, we would anticipate that for safety & security purposes Court
Street (south of Ceape Street) would be vacated during Waterfest events.
The Waterfest, Inca plans to produce its regular season of 15 Thursday evening concert events
running each Thursday from May 22, 2008 through August 28, 2008. Most concerts will be held
between the hours of 6:00 and 11:00 p.m. However, we may open the admission gates at 5:00
p.m. to accommodate at least two special "community night" promotions. As in the past, the park
is requested on the aforementioned dates from approximately 10:00 a.m. the day of the show until
1:00 a.m. the next morning for set -up and teardown functions that occur. Our request is consistent
with our previous year's request.
Waterfest Inc. has made arrangements with PMI for 2008 Leach Amphitheater use for the above
mentioned dates. The relationship between PMI and Waterfest remains sound..
The Waterfest Concert Series. - "Wisconsin's Best Community Concert Series" - has been a
wonderful tradition for our downtown and the entire community. We believe it has consistently
delivered on its Mission to "Celebrate the superb quality of life we enjoy, promote Oshkosh On
The Water all summer long throughout NE Wisconsin, raise awareness of what our community
has to offer, instill a healthy sense of community and act as a catalyst for riverfront & downtown
economic development."

This letter is to inform you that the Oshkosh Recreation Department, in conjunction with the
Oshkosh Seniors Center has reserved shelters 1 and 2 at South Park for the annual Summer
Senior Games event on Monday, June 23, 2000• The events will take place from approximately
8:00am until 3:00pm. The shelters will be used for the opening ceremony events, picnic lunch
and afternoon bingo.
The shelters were reserved with Trish Wendorf at the City Parks Department office.

RE: 2008 Cabela's MWC Qualifying Tournament
Dear Tom,
The Oshkosh Convention & Visitors Bureau would like to request your approval, and to
be recommended to the Council, for the use of Menominee Park and Millers Bay area
along with the Kiwanis Shelter to host the 2008 Cabela's Masters Walleye Circuit
Qualifying Fishing Tournament. This Tournament will take place on June 20 — 22 ,
2008.
The actual Tournament dates are June 21 st & 22 All rules and regulations governing
the use of this facility and all park properties will be strictly adhered to.
This event will be under the Host MWC Director, Kristine Houtman along with the
Oshkosh Convention & Visitors Bureau.

I am writing in regards to the Bayshore 5k. This event is in its 7th year and is put on by Run
Away Shoes and the University of Wisconsin - Oshkosh cross country teams. The race will be
held on June 21 at Menominee Park. We would like to request the use of the pavilion at
Menominee Park for this event. The pavilion will be used to check in athletes and distribute race;
numbers along with serving as the site for the awards ceremony.
This year's course will run around the Zoo and out onto Hazel St. for short while before turning
back into the park on Siewert Trail. Attached is a map of the course. We look forward to
receiving your approval on the course and usage of the pavilion for June 21 from 6:30 a.m. until
10:00 a.m.

Dear Mr. Wollangk:
The Oshkosh Yacht Club will be hosting two youth based regattas in 2008. The first is
our third annual Xtreme "X" Boat Invite Regatta for youth sailors up to age 16 on
Monday, July 14 and Tuesday, July 15, 2008. The second regatta the Oshkosh Yacht
Club is very excited to bring to the City is the 2008 Inland Lake Yachting Association
(ILYA) "X" Class Championship Regatta from Wednesday, July 23, 2008 through
Saturday, July 26, 2008. There will be approximately 100 youth "X" class boats
competing and 15 power boats for judging, safety and spectators. We expect over 400
people here in Oshkosh over both events.
The Oshkosh Yacht Club was chosen to host the annual "X" Championship Regatta
because of the tradition that surrounds the city and scow sailing. The OYC was founded
in 1869 and is one of the founding clubs of the Inland Lakes Yachting Association.
For both Regattas the boats will be housed at Miller's Bay and will be raced on Lake
Winnebago directly east of Menominee Park. We have requested the following items
from the Parks Department: trailer and boat parking in the field north of the parking lot,
tent placement with electricity, chairs and tables on the lawn south of the motor boat
launches, and reserved docks along the south end of the bay. We plan to moor the
approximately 100 "X" boats and power boats in and along the south end of the bay
through out the Regattas.
We have been working with Tom Stephany in the Parks Office to address the details and
ensure each event's success. We request that the city approve our plan for both the
Xtreme Invite Regatta and the ILYA "X" Class Championship Regatta. These events
will bring many to our city to sail or spectate. We will be able to showcase our most
valuable asset; the water. There will be a great deal of media coverage from the start to
the finish of both regattas.
