Problem/Violation of: 17-36A; Failure to maintain buildings on the premises.
Brief history review: A recent inspection revealed this property is in need of significant
exterior maintenance. The property was foreclosed on and has remained vacant for at least two
years. This property has been a problem and an eyesore for the surrounding neighborhood.
A review of the house and garage exteriors reveals the following areas/items to be repaired as the
enclosed photos illustrate:
1. All areas where paint is chipping/peeling shall be repaired by scraping and painting
or covering with a weatherproof membrane. (House and garage)
2. The siding has deteriorated to the point where it warrants replacement.
3. Cement stair needs to be repaired.
4. The tarping on the roof needs to be removed and any repairs to the area underneath
made. Step flashing needs to be installed in required areas.
Enclosed are copies of numerous Correction Notices issued for failure to maintain this property,
both interior and exterior,. in the past (2000-Present). Also enclosed are pictures showing the
conditions of the residences in the surrounding area, as you will see, the surrounding properties
are maintained.
The property at 1419 Fox St. is a blighting influence on this neighborhood. City Ordinance and
State Statutes state that if a building is old, dilapidated or out of repair and consequently
dangerous, unsafe, unsanitary or otherwise unfit for human habitation and unreasonable to repair,
order the owner of the building to raze the building or, if the building can be made safe by
reasonable repairs, order the owner to either make the building safe and sanitary or to raze the
building, at the owner's option.
We are requesting an abatement order that would require: (1) both the house and garage be razed
and removed or (2) if the owner should chose to repair the house and garage, require the owner to
make the necessary repairs as well as allow this division to conduct an interior inspection of both
to determine if there are other violations or structural issues that must also be corrected.

I received a copy of the correction notice against my property. As of this date, over 95% of the
corrections have been made. There are three windows and a small area of trim on the garage
that need paint. I request an extension until May of 2008 to correct this issue.

Good morning Mr. Prickett:

I obtained a building permit this morning. I assumed that the siding was purely cosmetic. Also, I was not aware that there
was an abatement order for this property but I am in the process of cleaning it up. This was a foreclosure but it would
have been nice is the realtor would have informed me about this.
Your concerns:
1. Paint - I have begun to scrap and paint ... weather permitting I will have this completed within the month. I also
have a call into a contractor for a price on wrapping the front windows. They will either be wrapped or painted.
2. Siding - The siding will be completed on both the house and garage.
3. Steps -Again, weather permitting these will be repaired by month end.
4. Tarps -The tarps were removed. The contractor that was hired to do the siding said they had no idea what the
tarps were for. They checked the attic and there was no apparent signs of leaking. They siliconed the tarp nail
holes, repaired 2 roof vent caps, which they stated would be sufficient. There was no charge for this.
5. Flashing, soffit, facia, and gutters will be completed with siding;.
This is a really nice property itjust needed a little exterior beautification.
Oh, there is a guard rail along my garage, which is great, but it needs a coat of paint. I'm assuming this rail belongs to the
city ... any idea on how I get it painted? Also, there is an alley and a parking lot next to the property that has 2 foot deep
holes ... any idea how I get these addressed?

YOU ARE HEREBY NOTIFIED that the two-story building situated on the following described
property, to wit:
The South Forty-four (44) feet of Lots Ninety-five{95) and Ninety-six (96) in the plat of
ALGOMA, in the Sixteenth Ward, City of Oshkosh, Winnebago County, Wisconsin, per Leach's
Map of 1894.
Which premises are owned by you and known as 1419 Fox Street has become damaged,
deteriorated, dilapidated and/or blighted to such an extent thaf the building offends he aesthetic
character of the neighborhood and produces blight or deterioration by reason of such condition.
Based upon the following conditions:
-1. Paint is chipping and peeling on the house and garage (must be repaired by
scraping and painting or covering with a weatherproof membrane).
2. The siding has deteriorated to the point that it requires replacement.
3. Concrete steps are in disrepair:
4. The tarp covering sections of the roof shall be .removed and any repairs needed
under the tarp shall be made.
5. Flashing shall be installed where roofs abut walls.
THEREFORE, you are hereby ordered to abate the nuisance(s) noted on this building within
thirty (30) days from the date of service of this order upon you.
YOU ARE FURTHER NOTIFIED that this order is served upon you pursuant to the terms and
provisions of Section 66.0413 Subsection (2) of the Wisconsin Statutes and in such case made..
and provided.. The City of Oshkosh will petition the county circuit court to declare this property
a nuisance and obtain a court order directing the owner to remedy the defect and make such

repairs and alterations as may be required. Furthermore, the City will seek court authorization
~to raze and. remove the affected structure(s) and restore the site to a dust free condition if the
court order is not complied with within the time fixed by the court. Additionally, the costs of
such razing and removal shall be charged against the property; shall be a lien thereon, and shall
be assessed and collected as a special tax.
