The submittal has been CONDITIONALLY APPROVED. The owner, as defined in Chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements Key Item(s) /Conditions: IBC 302.1.1 Incidental Use Areas. Laundry rooms greater than 100 sq. ft. require 1 hour separation.. In the December 20`" letter from Mr. Schultz, under item number 5 he states this is an existing condition. The existing condition was the existence of 2 clothes dryers for which there was an exception. By changing to having laundries on only two floors and increasing the number of dryers to 3, the exception is no longer being met. Provide details showing how compliance will be achieved. • IBC 711.3 Any penetrations of fire rated assemblies are required to be protected with a listed firestopping system that matches the rating of the wall assembly being penetrated. Copies of the firestopping systems are required to be provided at the time of inspection. Reminders: • All interior bearing partitions in the building are 2 hour fire resistive construction per the original building construction • Shower modules do not provide fire rating -any fire separation is required to be in place prior to installation of shower modules, and penetrations for plumbing to shower modules in rated walls require a fire stop system. • The floors in this building are rated floors, the hole sites being specified in the shower installation instructions may not be able to be fire stopped. System C-AJ-0015 that was specified for closing the abandon shaft floor openings is not an approved system for hollow core pre-cash Provide a system that is acceptable for hollow core pre-cast. IBC 714.2.3 Doors in corridors and smoke barriers.. Fire doors shall also meet the requirements for a smoke- and draft-control door assembly tested in accordance with UL 1784 with an artificial bottom seal installed across the full width of the bottom of the door assembly. The air leakage rate of the door assembly shall not exceed 3.0 cfm per square foot (0.01524 m3/slm2) of door opening at 0.10 inch (24.9 Pa) of water for both the ambient temperature and elevated temperature tests. Louvers shall be prohibited: The door schedule provided does not show the required air leakage rate for doors in corridor walls. • .IBC 714.2.7 Fire doors shall be self closing or automatic closing.. All hardware installed on rated doors is required to comply with NFPA 80 requirements for hardware on rated doors. • IBC 906.1 /IFC 906.3 The maximum travel distance allowed to afire extinguisher is 75 feet. • IBC 1009.1 / Comm 62.1009 In Group R occupancies and Group I-1 occupancies. Provide emergency escape and rescue opening in accordance with this section Openings shall be a minimum of 5.7 sq ft in actual clear opening (5 sq ft on grade floor(s)) and minimum of 24" high and 20" wide with a maximum sill height of 44". Plans do not include window dimensions - veri, fy compliance with the above requirements. • IBC 1206.2 Air-borne sound. Walls, partitions and floor/ceiling assemblies separating dwelling units from each other or from public or service areas shall have a sound transmission class (STC) of not less than 50 (45 if field tested) for air-borne noise when tested in accordance with ASTM E 90. This requirement shall not apply to dwelling unit entrance doors; however, such doors shall be tight fitting to the frame and sill. Any new walls or reconstructed walls are required to comply with this section. • IBC 2902..1 /Table 2902 Drinking water is required to be provided. Verify that a public drinking fountain is going to remain in place or provide acceptable public drinking water facilities, which may include a bottled water dispenser. • IBC 3408.6 Alterations affecting an area containing a primary function. Where an alteration affects the accessibility to, or contains an area of primary function, the route to the primary function area shall be accessible. The accessible route to the primary function area shall include toilet facilities or drinking fountains serving the area of primary function. In the December 20`" letter from Mr. Schultz, under item number 3 he indicates that the existing restrooms in the apartment elevator lobby on the first floor provide the accessible men's and women's facilities. These rooms are required to completely comply with accessibility requirements. A review of the previous building plans for this building indicates the door to these rooms being 32-inch doors. Please verify door dimensions and if they are only 32 inches make the appropriate modifications to make these rooms accessible with the 32 -inch clear opening. Additionally signage providing direction to the accessible restrooms is required to be posted at the non- accessible restrooms. IFC 901.4 Fire protection systems shall be maintained in accordance with the original installation standards for that system. Required fire protection systems shall be extended, altered, or augmented as necessary to maintain and continue protection whenever the building is altered, remodeled or added to. Alterations to fire protection systems shall be done in accordance with applicable standards. Plans do not reference existing sprinkler or alarm systems. It is unknown what modifcations may be required. Verify that these systems are being maintained as requited. In the December ZOth letter from Mr. Schultz, under item number 7 he indicates that there are no modifications required to the building for the new HVAC systems to be installed. In talking with the HVAC designer we are told that there will in fact be building modifications required for the installation of the new HVAC systems. Since we do not have the HVAC plans to review at this point, and Mn Schultz has stated that are no required modifications this plan review EXCLUDESANYBUILDING MODIFICATIONS REOUIRED FOR NEW HVAC SYSTEMS. Note that additional plan review required for this work will require additional review fees and submittals. • NO HVAC PERMIT WILL BE ISSUED UNTIL ANY and ALL BUILDING MODIFICATIONS REQUIRED FOR INSTALLATION OF HVAC SYSTEMS HAVE BEEN SUBMITTED FOR REVIEW AND APPROVED Comm 61.30(3) /IMC 507.2 This plan review does not include heating, ventilation, or air conditioning. HVAC plans are required to be submitted and approved prior to installation of HVAC equipment. Be aware that IBC 1004.3.2.4 contains additional restriction for air movement in corridors Comm 61.31(4) Revisions to approved plans. All proposed revisions and modifications which involve rules under this code and which are made to construction documents that have previously been granted approval by the department or its authorized representative, shall be submitted to the office that granted the approval. All revisions and modifications to plans shall be approved in writing by the department or its authorized representative prior to the work involved in the. revision or modification being carried out. A revision or modification to a plan, drawing or specification shall be signed and sealed in accordance with Comm 61.31(1). SUBMIT: • Comm 61.50 (4) Supervision. Prior to the initial occuparicy of an alteration the supervising professional shall file a compliance statement form SBD-9720 with this office. A copy of the approved plans, specifications, and this letter shall be on-site during construction. All permits are required to be obtained prior to commencement of work. In granting this approval the City of Oshkosh Inspection Services Department reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe. building, structure, or component.
