As the files will demonstrate, these properties are a blight to the neighborhoods and the owners have not been actively maintaining these properties. Tn the case of 900 Winnebago Ave., citations were issued.... in the past and the owner was judged guilty. However, the citations have failed to gain compliance. Follow up notices have not secured the desired results. In the cases on Pearl Ave., these are vacant properties where the owners have not expressed an interest in maintaining the properties. In fact both properties do not have active electric, gas or water services, an indication of an uninhabitable building. ..1.. Please pursue Abatement action on this case. Brief history review: A recent inspection revealed this property is in need of significant maintenance. This property has been a problem and an eyesore for the surrounding neighborhood for years. A review of the building exterior reveals the following areas/items to be repaired as the enclosed photos illustrate: 1. All areas where paint is chipping/peeling shall be repaired by scraping and painting or covering with a weatherproof membrane. 2. All junk /debris shall be removed from the premises. 3. All windows are required to have effective screening. 4. All openings or areas where rodents, pigeons and insects might enter the building shall be effectively sealed. 5. Roof repairs 6. Soffit and fascia repairs. 7. All windows are required to be in good repair and in a weathertight condition. There have been numerous Correction Notices and citations issued for failure to maintain this property, both interior and exterior, in the past (June 2003 to present). A copy of the Correction Notices, citations, and court appearance summaries are enclosed. Since Mr. Tesch neglected to correct the violations, a trial was held, and he was found guilty of violating Municipal Codes 17- 36B and 16-37A(1) on I/27/05. Mr. Tesch currently owes the Court $6,423.60.
