PURPOSE:
GRANT CONDITIONAL USE PERMIT / 621 EVANS STREET,
820 EAST PARKWAY AVENUE
KORNERSTONE RECOVERY INC.
INITIATED BY:
PLAN COMMISSION RECOMMENDATION: Found NOT to be consistent with Section
30-11 (0) and denied
BE IT RESOLVED by the Common Council of the City of Oshkosh that a
conditional use permit is hereby granted under Section 30-11 of the Oshkosh Zoning
Ordinance for establishment of a community center and fellowship hall with an on-site
manager, per the attached, with the following conditions:
1) Proposed use shall be in conformance with the submitted and approved plans.
2) Any expansion or major modification of the approved use shall be approved
through separate conditional use permit.
3) The allowable uses include:
a) Former school structure to be used to offer the 12 step meetings seven
days per week from approximately ..:J-G.7Q.Q. 8:00 am to Q..;.gQ. 9:30 pm.
b) Former parsonage to be used for housing of the on-site manager for the
site.
c) Former church to be used as a fellowship hall and used 3-4 times per year
for fund raisers/dances.
4) The separate tax parcels be combined into one tax parcel for the entire
development.
5.) Create Advisory Committee to work with neighbors prior to facility opening.

This is a narrative of the proposed conditional use
project for 820 and 824 E. Parkway and 621 Evans.
#1 . is an old parsonage built in the late 1800's 3
bedroom residential building. This building we will
house our on site manager. He or she will be .
responsible for the coordinating of meetings and keys.
. This building will need 3 full time parking spaces wftt1
are provided in the back of this building. The garage
on site(we don't know what we will have planned for
that at this time)
#2 This is a small Church (4943 Sq. Ft.) that has a big
kitchen and a great fellowship hall. This. will be used 3
to 4 times a year for fund raisers/ dances. I'm
estimating the use of all the 23 parking spaces only at
those times .At the times the Hall is used some off
. road parking will be needed.
#3 This is a{4554 Sq. Ft)School type building. This
will be used for the different 12 step meetings,
Seven days a week and Holidays.15 of the 23 parking
spaces will be needed from Noon to 1 :30 Monday
through Friday. Approx 20 spaces from 6:00 to
6:30pm. Monday thru Friday. Saturdays and Sundays
1.5hour intervals throughout the days Parking not to
capacity. The Club in it's self will be run by volunteers
and will be open @ approx 1 0:00am to 9:00 pm.
