CERTIFICATE OF OCCUPANCY
An Occupancy Permit is hereby issued for the new 4-unit condo located at 1400-1406
W South Park Ave as described in Building Permit Number 117730.
This building is to be used only as a multi-family residence and is located in the R-3
Multiple Dwelling District.
LIMITATIONS:
Maximum number of persons and/or living units: One family per dwelling unit
CONDITIONS:
1) Final grading must be done in accordance with the approved subdivision
drainage plan. This plan is on file in the public works office, 3rd floor of City Hall.
2) Erosion control measures must be maintained until the lawn is established.
Note: Final grade must be a minimum of 6" below all siding.
NOTE:
1) Copies of inspection results are available upon request in room 205, City Hall
2) Future permits may be required for additional work to your property.
A new Certificate of Occupancy shall be required prior to occupancy, should additional
building(s) be erected, or should any buildings mentioned above be altered or moved.
The use of land, or buildings, shall not be changed until a Certificate of Occupancy is
issued for that occupancy. All conditions noted above must be complied with in order
for this certificate to be valid.

Units 1400-1402 were already insulated at the rough building inspection. No firestops were installed at the ceiling levels for the fireplaces.
Attic seperation was not done between the dwelling units. I told the contractors to call back for an inspecti when they're ready. They
removed a portion of the vapor retarder so I could view the trusses but not all the framing could be viewed.

101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements

. IBC 711.3 Any penetrations of fire rated assemblies are required to be protected with a listed firestopping
system that matches the rating of the wall assembly being penetrated. Copies of the firestopping systems
are required to be provided at the time of inspection.
. IBC 907.2.10.1.2 Smoke alarms shall be installed and maintained in the following locations:
. On the ceiling or wall outside of each separate sleeping area in the immediate vicinity of
bedrooms.
. In each room used for sleeping purposes.
. In each story Within a dwelling unit, including basements.
Plans submitted only show one detector - provide additional interconnected detectors to meet the above
requirements.
. IBC 1009.1 Emergency Escape and Rescue Basements and sleeping rooms shall have at least one
exterior emergency escape and rescue opening. The Library room is not to approved to be used as a
sleeping room. Additionally if there is to be locking hardware installed on the Bedroom door, an
additionalemergency escape and rescue window is required to be provided to be accessible to the
remainingportions of the basement.

. IBC 1009.5 .1 Minimum Size The clear horizontal dimensions of the window well shall allow the
emergency escape and rescue opening to be fully opened and provide a minimum accessible net clear
opening of 9 sq ft with a minimum dimension of 36 inches.
. IBC 1009.5.2 Window well Ladders or Steps Window wells with a vertical depth of more than 44 inches
shall be equipped with an approved permanently affixed ladder or steps. Ladders or rungs shall have an
inside width of at least 12 inches, shall project at least 3 inches from the wall and shall be spaced not more
than 18 inches on center vertically for the full height of the window well. The ladder or steps shall not
encroach into the required dimensions of the window well by more than 6 inches. The ladder or steps shall
not be obstructed by the emergency escape and rescue opening.
. IBC 1202.4.1.2 Natural Ventilation Where openings below grade provide required natural ventilation,
the outside horizontal clear space measured perpendicular to the opening shall be one and one~halftimes
the depth ofthe opening. The depth of the opening shall be measured from the average adjoining ground
level to the bottom of the opening.
. IBC 1207.2 Minimum Ceiling Heights Occupiable spaces, habitable spaces and corridors shall have a
ceiling height of not less than 7 feet 6 inches. Bathrooms shall be permitted to have a ceiling height of 7
feet.
. Comm 61.30(3) IIMC 507.2 This plan review does not include heating, ventilation, or air
conditioning. HV AC plans are required to be submitted and approved prior to installation ofHV AC
equipment.
. Comm 61.31(4) Revisions to approved plans. All proposed revisions and modifications which involve
rules under this code and which are made to construction documents that have previously been granted
approval by the department or its authorized representative, shall be submitted to the office that granted the
approval. All revisions and modifications to plans shall be approved in writing by the department or its
authorized representative prior to the work involved in the revision or modification being carried out. A
revision or modification to a plan, drawing or specification shall be signed and sealed in accordance with
Corom 61.31(1).
SUBMIT:
. Comm 61.50 (4) Supervision. Prior to the initial occupancy of an alteration the supervising professional
shall file a compliance statement form SBD-9720 with this office.
A copy of the approved plans, specifications, and this letter shall be on-site during construction. All permits are required to
be obtained prior to connnencement of work.
In granting this approval the City of Oshkosh Inspection Services Department reserves the right to require changes or
additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this
review shall relieve the designer of the responsibility for designing a safe building, structure, or component.

The Department of Commerce has received construction plans for review for the subject project, submitted in
accordance with the provisions OfComm 61.32, accompanied by the owner's request to begin construction work on
the Footings and Foundations prior to Departmental review and approval.
This letter will serve as the department's permission to the local building officials to allow construction of the
Footings and Foundations, only, for the subject project prior to review and approval by this department
NO REVIEW OF THE SUBMITTED DOCUMENTS HAS BEEN UNDERTAKEN BY THE
DEPARTMENT AT THIS TIME FOR CODE COMPLIANCE.
In accordance with the provisions' ofthe owner's signed request to begin construction prior to departmental review
and approval, the owner will be required to make any changes after the plans have been reviewed, and to remove or
replace non-code complying parts of the foundations and/or footings.
Prior to the start of construction, all applicable building permits should be obtained from the local authorities having
jurisdiction in accordance with local laws and ordinances Nothing in this approval limits the power of municipalities
to make, or enforce, additional or more stringent regulations, providing the regulations do not conflict with this code
or any other rule of the department, or law.
DEPARTMENT CONDITIONS
1. If this project is in an unsewered area, a sanitary permit must be obtained prior to the issuance of a local building
permit.
2. This permission is only for footing and foundation work. Construction of the remainder of the building shall not
take place prior to departmental review and conditional approval of the construction plans.
3. If this construction project will disturb one or more acres ofland, an Erosion Control Notice ofIntent (NOl)
shall be filed with the department
4. This "Permission to Start" does not include permission to install any underground plumbing, including
sanitary/storm sewers, or water or mains. All projects needing submittal per Comm Tables 82.20-1&2 must

As requested by you, I have completed an inspection of 1404 South Park Avenue
and the remaining unfinished units. The 1404 unit is ready for T emporory
Occupancy and the unfinished units are completed to a level to satisfy the City's
"Temporary Occupancy Approval Policy,"
The Owner/Developer has indicated that the remaining (2) unfinished units will
be completed together with a scheduled completion of late July or sooner.
