Introduction
Following a tenant complaint, I went to this address to assess the lighting levels provided in the common area stairwell.

Description Common areas in multifamily dwellings shall be illuminated to a level of 10 foot-candles 30" above the finished floor. One of the battery
powered motion lights was tested in absolute darkness. It cast 1/2 foot-candle at 36" above the finished floor.
