PERMISSION TO START CONSTRUCTION
The Department of Commerce has received construction plans for review for the subject project, submitted in
accordance with the provisions of Comm 61.32, accompanied by the owner's request to begin construction work on
the Footings and Foundations prior to Departmental review and approval.
This letter will serve as the department's permission to the local building officials to allow construction of the
Footings and Foundations, only, for the subject project prior to review and approval by this department
NO REVIEW OF THE SUBMITTED DOCUMENTS HAS BEEN UNDERTAKEN BY THE
DEPARTMENT AT THIS TIME FOR CODE COMPLIANCE.
In accordance with the provisions of the owner's signed request to begin construction prior to departmental review
and approval, the owner will be required to make any changes after the plans have been reviewed, and to remove or
replace non-code complying parts of the foundations and/or footings.
Prior to the start of construction, all applicable building permits should be obtained from the local authorities having
jurisdiction in accordance with local laws and ordinances Nothing in this approval limits the power of municipalities
to make, or enforce, additional or more stringent regulations, providing the regulations do not conflict with this code
or any other rule of the department, or law.
DEPARTMENT CONDITIONS
1. If this project is in an unsewered area, a sanitary permit must be obtained prior to the issuance of a local building
permit.
2. This permission is only for footing and foundation work. Construction of the remainder of the building shall not
take place prior to departmental review and conditional approval of the construction plans.
3. If this construction project will disturb one or more acres ofland, an Erosion Control Notice ofIntent (NOI)
shall be filed with the department
4. This "Permission to Start" does not include permission to install any underground plumbing, including
sanitary/storm sewers, or water or mains. All projects needing submittal per Comm Tables 82.20-1&2 must

have complete plumbing plans, application, & fees submitted and approved prior to commencement of any
plumbing work.

chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements.

this transaction number and signed by the building designer, and $100 submittal fee to this office prior to truss
installation.

. mc 2902.1 Since this building lacks toilet facilities, it is approved as unoccupied storage only.
. IECC 101lComm 63.0101lComm 63.0002(2) This building is approved as an unheated storage building.
Should the owner wish to heat this building at a future time, building alteration plans shall be required to be
submitted and conditionally approved. The plans shall demonstrate building envelope compliance. After such
action, HV AC plans would then be required to be submitted and conditionally approved prior to HV AC
equipment installation.

A copy of the approved plans, specifications and this letter shall be on-site during construction and open to
inspection by authorized representatives of the Department, which may include local inspectors. Ifplan index sheets
were submitted in lieu of additional full plan sets, a copy of this approval letter and index sheet shall be attached to
plans that correspond with the copy on file with the Department. All permits required by the state or the local
municipality shall be obtained prior to commencement of construction/installation/operation. If this construction
project will disturb one or more acres ofland, an Erosion Control Notice ofIntent (NOI) shall be filed with the
department 14 days prior to any earth disturbing activities.
In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should
conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review
shall relieve the designer of the responsibility for designing a safe building, structure, or component.

The alternate method for securing the horizontal reinforcing in lieu of the #3
ties at 48" O.c. will satisfy the structural requirements as long as the clearances
from the face of the concrete footing/slab is maintained. Clearances of rebar are
as follows: top and face of footing 2" clear, bottom of footing 3" clear. The
method is to have the 2 top horizontal #4 continuous bars attached to the
concrete slab reinforcing. The 2 bottom horizontal #4 continuous bars will be
attached to #4 rebar set into the ground @ approximately 72" o.c.

Please see the attached file for additional calculations related to snow drift surcharge loading on the
future office addition to Jansen Storage.
The snow drift load does not affect the grade beam or studs, but the truss manuf. will need the snow drift
loading information to ensure proper design of the rooftrusses. As a result, please add the snow drift
load information to the roof framing plan (or get this fax to truss designer).
