PETER'S CONVENT 51.42 BOARD REVISE OSHKOSH, WIS. Dear Mr. Reimer: In response to our recent conversations about the change in occupancy of St. Peter's Convent for use by the Winnebago County Mental Health Clinic, attached please find four (4) copies of the plans of this building showing room useage. These plans are being supplied for your files on this building. At this point in time, because the Clinic intends to do no remodeling, it is our opinion that the project meets all requirements for this type of occupancy. In January, I reviewed this point with Mr. McBurney of D.I.L.H.R. and he concurred with this opinion. Therefore, I believe the only requirement that has to be satisfied is that your records show a change of use from Chapter 56, Residential to Chapter 54, Factories, Offices and Mercantile Buildings. During our recent conversations, several other points were raised relative to the existing building and other code compliance items. Following is a statement on each of the items: l. Natural Lighting and Ventilation - All windows in the rooms are operable and appear to be of adequate size to provide proper ventilation. 2. Plumbing fixtures are adequate to serve the intended occupancy useage of the Clinic. 3. Floor Loading - The structure is a reinforced concrete floor slab placed on steel joist. We have not made specific structural calculations for corridor loading, but from on-site observation of the areas where exposed structure exists, it is our opinion that the floor system is adequate to carry the required floor loading now required by the codes. A review of the exit requirements indicate that there are adequate exitways from all floors to grade through the stairways. There is one minor exit problem on the second floor, west end. There are several offices located to the end of the building that do have to be classified as a suite of offices. This area is less that 1,800 sq. ft., therefore, the space can be classified as a suite. I trust that the above information will provide your office with information to provide a letter to the Winnebago County Mental Health Clinic stating that they can occupy this building as an office.
