BOX 2903 (920) 235-3310 OSHKOSH, WISCONSIN 54903 FAX (920) 235-4002 January 3, 2002 Allyn Dannhoff Inspection Division City of Oshkosh Re: File #0204 PrQPQ.s.e_<L,!se of Facilities at 4i~~!~~~~~~~ Mr. Dannhoff; This letter will confirm our phone discussion of December 3,1,2001, and our meeting on January 3,2002. First; St. Peters School Building has not been used in the last three years as a day school. It has been in continuous use as a religious education school, and for other education and office purposes. All classrooms are currently set up "as classrooms", as they have been in the past. The Unified Catholic School System of Oshkosh is considering re-using this facility as a day school, starting in late Spring or late Summer of 2002. Because this proposed change would involve a significant expenditure in time and dollars, the UCS school system asked me to discuss this situation with Gity hall, to be assured that there would not be any code problems with this plan. You suggested that I have this same discussion with matt Tucker, and I did so. During our meeting, we placed a call to Pam Beach, from ues, who is familiar with the pre- school program that would be re-located to this site, along with the elementary school. Pam explained that their program is actually a "Baby Sitting" service for families in the UCS school system only. Their program under the direction of Green Bay Diocese is not required to be licensed by the State, therefore the program is not subject to ILHR Chapter 60. You indicated to me that because this facility has been in continuous use as an educational facility, that there would be no reason to bring it up to current code. You further indicated that te did not need to be concerned about issues such as; the aging schools program, the need for fire alarm strobes in classrooms, or the need to provide barrier free access. -#e{...fL il ~k ".l'e- tl W er cla"j,..J. We both concluded that any pre-school rooms must have natural light in accordance with the 8% rule. Second; we discussed the existing west portion, of the church building. I brought along copies of the original plans from the late 50's. This portion of the building is separated from the church proper with fire rated walls and doors. Any closers previously removed from any fire doors must have new closers installed. This west portion of the building, per the original plans, was designed as an office and residential use. The intent is to re-use this facility for these two purposes. You indicated to me that this building could continue to be used for both uses, without having to bring the building totally up to current codes. We both agreed that the following up grades would be required at all (3) floor levels. 1. Provide exit lights showing path of eggress to all stairs and exit doors. 2. Provide fire extinguishers. 3. Make sure that no 'dead end" corridors exist, because of existing locked doors. Based on our discussions, UCS will continue to pursue the discussed uses. cc: , UCS of Oshkosh c:/lettersl02040 1 03a wpd 2 ~~~ ~v
