At the above date and time Officer was following up on a complaint of junked
vehicles at 1210 Harney. It should be noted that there, were three dogs on the property,
one inside of the house' and two outside. The two outside had no licenses visible. The
one in the house, a Doberman, had a tag hanging from the collar, unknown if this is a
current license or not. All of the dogs were barking to a point where they could be
heard at least a block away.
Mrs. Kinne came over, stating that her sister-in-law had cut through the back yards
to come over for coffee and this is when the dogs started barking.

INFORMATION
The dogs barked continuously while the Officer was in the neighborhood.
The Animal Shelter was contacted and Bruce Paulick did come to the residence and
observed all three dogs on the property.
The second violations at this address are housing code violations. The'entire back
yard is cut up into an area to house the dogs, with the fence tied up against Mrs.
Kinney's garage. This prohibits Mrs. Kinney from walking behind her garage. The dog
that is in the pen next to the Kinney property appears to be quite vicious. The entire
yard appears to be more nothing more than a junkyard, the house appears to be in
deplorable condition, the front porch is sagging and appears to be pulling itself from
the house, the back portion of the house has appeared to have sunk into the ground. The
back steps are rotten and falling off of the house. There are also what appears to be
some electrical code violations.
A copy of this report should be sent to the Housing Inspector.
This property is owned by Mr. Richardson, who has been contacted by Mrs. Kinney in
reference to his property. He totally ignores the call from the neighbors.
