Dear Mr. Mortenson:
On June 20, 1985, Capt. Robert Vajgrt of the Fi re In-
spector's Office and I inspected portions of your property
known as 820 Franklin Street, a three family dwelling.
During the inspection, I noted the following violations
of the Wisconsin !LHR Code and the Osh.kosh Minimum Housing
Code:
1. There is no fire-rated furnace and waterheater en-
closure. A rated fi re enclosure shall be installed around
both the furnace and water heaters to be equipped with a
fire-rated self closing door.
2. There are no second exits from the two second floor
apartments. Second exits shall be installed as required.
3. It appears that both waterheaters have been installed
without permits and with incorrectly fitted relief valves.
Permits shall be obtained and the relief valves shall be cor-
rected by a licensed plumber. (Referred to Plumbing Inspec-
tor)
4. The 30-amp service for the upper East apartment has
overfused branch ci rcuits. Proper fuses shall be installed
in this service. Failure to do so could result in removal
of the meter.
5. The front entry steps are in poor condition with
deteriorated treads and risers. The center stringer is also
deteriorated. These steps shall be repaired or replaced.
6. There are no handrails on the front entry steps.
Handrails shall be installed on both sides at a height of
32 inches above the nose of the treads.
7. One of the waterheaters has a venting pipe that is
not fastened securely to the chimney allowing monoxide gas
to escape into the dwell ing. This vent pipe shall be made
secure to the chimney.
8. There is no handrail on the' lower set of steps to
the second floor. A handrail shall be installed at a height

This guardrai I shall be made secure.
It will be your responsibi lity, as owner, to ensure that
you or your contractor ascertain whether or not permits wi II
be required in order to properly correct the noted violations.
If permits are required, no work shall be started unti I the
Code Enforcement Office has approved the corrections to be
made and issued permits.
On July 11, 1985, will reinspect the property to as-
certain whether or not progress is being made in the correction
of the -violations noted in this letter.
