We needed verification that the facility t 3031 Oregon as not being used for Vehicle Repairs. From a Building
Code perspective, your description of use' . . ed as an extension of the manufacturing process. Based
on your described use, I have no Building Code concems with said use in these buildings. However, you should
not be leaving/storing vehicles in any building that does not have a "repair garage type exhaust system" for
extended periods of time (such as overnight or over the weekend) as this type of use can be viewed as a storage
garage
I have never inspected the former maintenance garage, but if this building has a repair garage exhaust system,
this building would meet the requirements to perform engine, fuel system and drive train repairs. Mr. Gaertner
indicated this building wEJ.s used to maintain the former occupant's fleet of delivery vehicles. In reviewing the
property fHe, I COUlD not fnd much information on this building regarding its approved use. Should the need arise
to perform such vehicle repairs, please contact this office to request an inspection to determine its compliance in
this regard.

Further clarification as requested:
At our 3031 Oregon Street location: The work being performed is an extension of the OTC Quality Dept.
We inspect and document the quality and issues found on vehicles. Issues found may include the
replacement of some components such as taillights, dash panels, mounting brackets, wire ties, fender
braces.
At 149 W Waukau: We utilize space for special projects, armor installation, new vehicle builds, and
modifications to new production vehicles. We also complete a full inspection/documentation on military
trailers which include the use of calibration/testing tools (supplied by OTC).

Erin;
Thanks for getting back to me. Can you elaborate on the nature of work being performed on the vehicles?
Franz gave me a good overview when he was in the office, indicating that no work was being performed on
the engines or drive train. He indicated that testing and calibration operations were being done (to meet
specifications.) Possible give some examples of the types of repairs being done and components being
installed. Ultimately I am looking for information to verify that classifying the use as an extension of the .
Manufacturing/Assembly process rather than Automotive Repair is appropriate.

RE: City of Oshkosh Application
Conditional Use Permit - Narrative
The purchase ofthis property is to expand our already established business located at 149 VV
VV aukau Avenue, Oshkosh. The property will be the location of our office Head Quarters for
both Eagle Installation, Inc. and Packer Fabricating, Inc.
The proposed use ofthis property will be to perform final inspection and repairs to Oshkosh
Truck Corporation vehicles. The property is currently being leased by Baldor Electric which is
utilizing the property for additional storage space. The lease with Baldor Electric expires on
June 30th, 2007.
There are a total of four buildings located on the property. The main building will house the
offices, shipping and receiving department, warehousing for customer fabricated parts and three
bays for vehicle inspection/repair and component installation. The small garage will be utilized
for maintenance items, such as lawn mowers, trimmers, etc. The large cold storage building will
be used for storage. The four bay vehicle repair building will be used for the final inspection and
repair of vehicles.
The office will have nine full time employees working Monday - Friday, 7:00 a.m. - 4:30 p.m.
There will be one shipping and receiving person working Monday - Friday 7 :00 a.m. - 3 :00
p.m., which will also be our standard shipping & receiving hours. The final inspection/repair
service will have 5 - 10 full time employees working Monday - Friday, 6:00 a.m. - 4:30 p.m.,
with occasional Saturday work.
The work being performed at this site will be the same as the work currently being performed at
our existing facility which is located 1 block away. This work is also similar to the work
performed at Oshkosh Truck Corporation whose property is adjacent.

As to the effects including, noise, odor, fumes, the work being performed is the same as what is
being performed at Oshkosh Truck Corp. Also, as noted previously, we are currently performing
this work at our current location; traffic will not be affected in any other way than what is
currently being done.
I have attached documents showing the lot and buildings which were obtained through the City
Assessor's Office web site. We do have some blueprints that were obtained from Lee Beverage,
most of these are breakdowns of additions to the main building throughout the years.
