BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. REQUESTED WAIVER TO MUNICIPAL CODE Request permission to grant a waiver to the city's fencing ordinance requirements in consideration of the location of this fence and the expense associated with the modifications necessary to make the fence compliant to the Fortress Fence Company for a fence that was installed at 3031 Oregon Street to allow the fence to remain in place, as constructed, in accordance with the attached letter of request. 3. DOWNTOWN TRICK OR TREAT EVENT Request permission to grant approval to the Downtown Oshkosh BID Marketing Consortium to close the 400 block of North Main Street, utilize Opera House Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Tuesday, October 30, 2007, from 5:00 p.m. to 7:00 p.m., for a Downtown Halloween Trick or Treat Event, in accordance with the attached letter of request. 4. TREES 2 TREES & NOVEMBER GALLERY WALK Request permission to grant approval to the Downtown Oshkosh BID Marketing Consortium to close the 400 block of North Main Street on Saturday, November 3, 2007, from 5:30 p.m. to 9:00 p.m., for the Downtown Trees 2 Trees and November Gallery Walk events, in accordance with the attached letter of request. 5. HOLIDAY TREE LIGHTING EVENT Request permission to grant approval to the Downtown Oshkosh BID Marketing Consortium to utilize Opera House Square and facilities, and to close Market Street, from High Avenue to Algoma Boulevard, on Friday, November 16, 2007, from 2:00 p.m. until 9:00 p.m., for their annual Holiday Tree Lighting event and the finale of Trees 2 Trees, in accordance with the attached letter of request. 10/15/2007 18:11 FAX 282 547 0888 CENTURV FENCE CO. ~ 002/002 . <~~r~Y f~~Cf CClMPANY October 15, 2007 SINCE 191 7 THE MARK OF PERMANeNCE EQUAL OPPORTUNITY EMPLOYE:F'l To: City Manager City of Oshkosh 215 Church A venue PO Box 1130 Oshkosh., WI 54903 Re: Building Permit #126640 Eagle Installation Inc., 149 West Waukau Avenue, Oshkosh, had contracted Fortress Fence, a Division of Century Fence Company, to furnish and install an 8' high overall height chain link fence on their 3031 Oregon Street property. Eagle Installation Inc. had Fortress Fence obtain a fence permit, since one is required in the City of Oshkosh. After proposing to install the 8' overall high chain link fence, Todd Muehrer, City of Oshkosh's Zoning Administrator/Associate Planner, noted a maximum 6' high fence is only allowed at the 3031 Oregon Street location. Todd then drew up a site plan to show setback!; as well as noting the "5' chain link with I' of barb wire, 6' overall height" fence specifications proposed. In return, the City of Oshkosh approved the fence to be installed per 9/04/07 site plan submitted. Additionally, since Eagle Installation Inc. houses vehicles for Oshkosh Truck, the fence is to be solid blockage, requiring it to have privacy slatting installed. After receiving the building permit #126640 and installing the project per what was approved, Fortress Fence was told the fence does not meet the requirements of the municipal code, We at Fortress Fence feel we are not at fault as we installed what was instructed by the City of Oshkosh. Our company and our customer would like to apply for a waiver to the municipal code which would allow the fence as constructed to remain in place. Box 1130 Oshkosh, WI 54903-1130 Dear Mr. Wollangk, I would like to make a formal request, on the behalf of the Downtown Oshkosh Business Improvement District (BID) Marketing Consortium, to close the 400 block of North Main Street for the Downtown Halloween Trick or Treat Event from 5:00 - 7:00 p.m. I would (llso request the use of Opera House Square. The event will be held on Tuesday, October 30, 2007 from 5:00 PM to 7:00 PM. However, the park is requested from approximately 11:00 AM till 7:00 PM for set-up and clean up functions. I would also request permission to close Market Street from High Avenue to Algoma Boulevard from 4:00 PM to 7:00 PM in association with the Halloween Event. The Marketing Consortium has already secured Oshkosh Police Auxiliary officers to work the area in conjunction with this event from 4:30 - 7:30 p.m. This event has become a wonderful tradition and we expect it to grow again this year. Box 1130 Oshkosh, WI 54903-1130 Dear Counci I Members, I would like to make a formal request, on the behalf of the Downtown Oshkosh Business Improvement District (BID) Marketing Consortium, to close the 400 block of North Moin Street for the Downtown Trees 2 Trees and November Gallery Walk Events from 5:30 p.m. to 9:00 p.m. on November 3, 2007. Also, on November 16, 2007 I request the use of Opera House Square for the Annual Holiday Tree Lighting event the finale of Trees 2 Trees. The event will take place from 5:30 p.m. to 7:30 p.m. However, the park is requested from approximately 2:00 PM till 9:00 PM for set-up and clean up functions. Additionally, I request permission to close Market Street from High Avenue to Algoma Boulevard from Noon to 9:00 p.m. in association with the Tree Lighting Event. This event has become a wonderful tradition and we expect it to grow again this year. I hope all of you can join us at the event.
