Dear Mr. Buettner:
Enclosed are three complaints which we received from the parties
listed above concerning unsatisfactory rental transactions with
you. The complaints make the following allegations which, if
true, would appear to constitute violations of Chapter Ag 134,
Wisconsin Administrative Code, the state's residential rental
practices law:
Failure to disclose to tenant. all uncorrected building and
housing code violations of which landlord has received notice
from code enforcement authorities. Ag 134.04(2)(a)
Failure to disclose to tenant that dwelling unit lacked hot and
cold running water or that plumbing and sewage disposal
facilities were not in good operating condition.
Ag 134.04(2)(b)(1)
Failure to disclose to tenant any conditions on the premises that
constitute a substantial hazard to the health or safety of the
tenant. Ag 134.04(2){b){4)
Failure to specify the date or time period on or within which
promised cleaning, repairs, or improvements were to be completed.
Ag 134.07(1)
Failure to put in writing all repair promises made before the
initial rental agreement. Ag 134.07(2)
Failure to complete promised cleaning, repairs, or improvements
within the time period represented unless the delay is for reason
of labor stoppage, unavailability of supplies or materials,
unavoidable casualties, or other causes beyond the landlord's
control. Ag 134.07(3)
Failure to notify tenant of reasons for delay in performance of
improvements, and stating when improvements would be completed.

Eviction of a tenant in retaliation for reporting a housing code
violation, joining a tenants' union, or asserting legal rights
specifically accorded to tenants under state or local law. Ag
134.09(5)
A copy of Ag 134 is enclosed for your review.
Violations of Ag 134 can be the subject of civil or criminal
prosecution by the State of Wisconsin. In addition, any person
suffering monetary loss as a result of Ag 134 violations may sue
to recover twice the amount of such loss, together with costs and
attorney's fees.
