A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. REMOVAL OF SIDEWALK
Request permission to grant approval to the Department of Public Works to remove the
existing public sidewalk along the frontage of the property at 422 Baldwin Avenue to
facilitate the grading of the slopes of the proposed stormwater detention basin at that
location, in accordance with the attached memorandum of request.
3. FALLFAMILYHARVESTPARTY
Request permission to grant approval to Faith Christian Center to close Melvin Avenue,
from Bowen Street to Bong Court, on Wednesday, October 31, 2007, from 4:00 p.m. to
7:30 p.m., for their Fall Family Harvest Party, in accordance with the attached letter of
request.
4. RACE FOR THE LIGHT
Request permission to grant approval to Christine Ann Domestic Abuse Services, Inc. to
utilize Menominee Park, city streets and facilities on Saturday, December 1, 2007, from
4:00 p.m. to 6:30 p.m., for their fifth annual Race for the Light fun run/walk, in
accordance with the attached letter of request.
5. CELEBRATION OF LIGHTS
Request permission to grant approval to the Celebration of Lights Committee to utilize
Menominee Park and facilities from November 21, 2007 through January 1, 2008, for the
Celebration of Lights event, in accordance with the attached letter of request.

Re: Removal of Public Sidewalk at 422 Baldwin Avenue
Per our discussion, I am writing to request approval of the removal of the existing public
sidewalk along the frontage of the property at 422 Baldwin Avenue. As you know, the City
recently purchased this property as part of a plan to construct a stormwater detention basin for
flood relief in the Baldwin Avenue drainage basin. Baldwin Avenue is a dead end street at this
location because of the Canadian National Railroad (see attached map) and the sidewalk is not
currently extended to allow for pedestrians to cross the railroad tracks. Pedestrian movements
are facilitated with the street and sidewalk crossings of the railroad tracks on New York Avenue.
Removal of this section of sidewalk will facilitate the grading of the slopes of the proposed
stormwater detention basin. Please contact me if you have any questions or if you need
additional information.

This is a request for a block party permit for Wednesday, Oct. 31 from 4 p.m. to
7:30 p.m. We are having a Fall Family Harvest Party with inflatable games, horse rides,
movie, food, etc. This will be our 3rd year of hosting this event at our church.
It will be sponsored by the Faith Christian Center; the event is free and open to the entire
community.
We are asking to have the section of street blocked off from the comer of Melvin &
Bowen, west to Bong Court.

Dear Mr. Wollangk:
On Saturday, 1 December 2007, Christine Ann Domestic Abuse Services, Inc. (CADASI) will hold
its fifth annual Race for the Light fun run/walk to raise money to support its mission. This family-
oriented event's highlight is the Oshkosh Celebration of Lights in Menominee Park, a portion of
the course winds through the lights in the park giving the participants a different view of this
wonderful exhibit.
CADASI is requesting the permission of the City of Oshkosh to use portions of Broad Street,
Irving Avenue, Hazel Street, Siewert Trail, Pratt Trail, Merritt Avenue, Lakeshore Drive and
Washington Avenue from 5:00 pm to 6:00 pm on 1 December 2007.
The course begins at the Boys and Girls Club Teen Center on Broad and heads north to Irving,
turns east on Irving to Hazel, then north on Hazel to Siewert Trail. At Siewert Trail the course
turns into the boat launch parking lot and enters Pratt Trail and proceeds through the Celebration
of Lights. The course exits Menominee Park at the intersection of Merritt and Linde turning east
on Merritt to Lakeshore Drive and then west on Washington to Broad turning north on Broad and
finishing in front of the Boys and Girls Club. A map of the course is enclosed.
Last year this event had two hundred and sixty-two (262) participants and raised over $14,000 for
CADASI. We are targeting three hundred and fifty (350) participants this year.
CADASI thanks the City of Oshkosh for its consideration of this request and looks forward to the

Dear Mr. Wollangk:
The Celebration of Lights Committee would like to formally request that the Common
Council grants use of Menominee Park for the sixth annual Celebration of Lights event.
The Celebration is scheduled to open on November 21, 2007 and closes on January 1,
2008.
The majority of set-up begins on November 1, and typically, the show's features are
removed within a week or two after the event closes.
There is a goal of introducing three new features this year: one is a 100 foot Christmas
tree on the corner of Irving Avenue and Pratt Trail, across from the gazebo; a second is a
candy cane land, and a third is a heated events tent near the Kiwanis shelter (Santa's
workshop). The event's tent will showcase a variety of entertainment, including
Madrigal singers, brass quintets, bell choirs, etc.
As has become well known and documented, the Celebration of Lights has been a huge
success, a positive attraction, and has made the City of Oshkosh a destination for many
visitors. The reputation of the event, and number of people that visit, continues to grow
each year.
The Council's support of the Celebration of Lights in Menominee Park is very much
appreciated.
