PLAN COMMISSION RECOMMENDATION: Approved with conditions as noted
BE IT RESOLVED by the Common Council of the City of Oshkosh that
conditional use permits are hereby granted for the following properties under Section
30-11 of the Oshkosh Zoning Ordinance, and that said permits are granted with
conditions, if any, as noted for each respective property, and the Planned District
Overlay and development plans, per the attached exhibits, are hereby approved.
A) 310-316 N. Koeller Street and 350 N. Koeller Street; Bros LLC
A conditional use permit for a planned development to allow construction of a new
building connecting two existing structures, and associated amenities, per the attached
"Exhibit A", with the following conditions:
1) Land area is consolidated into a single parcel, as proposed.
2) Base standard modification to reduce the front and transitional yard setbacks, as
proposed.
3) Parking lot landscape islands are placed at midpoints along the two eastern
parking rows as well as within the southern parking row.
4) Windows or other elements are placed on the north and east facades, as
approved by the Department of Community Development.
5) Grading, stormwater and drainage plans are reviewed and approved by the
Department of Public Works.
B) 280 Ohio Street; Bridgeview Holdings
A conditional use permit for expansion of an existing planned development to allow
construction of a 2,620 sq. ft. office building addition and parking lot expansion, per the
attached "Exhibit B", with the following conditions:
1) Approval of a cross parking access agreement with the property to the north.
2) Plans relating to grading, storm water and drainage be reviewed and approved
by the Dept. of Public Works.

with the following conditions:
1 ) Access easement for the shared drive with the property to the north is provided.

Submittal Reauirements
A narrative of the proposed conditional use and project including:
The existing property is currently used as a retail establishment for the sale of antiques. The main
building on the property is comprised of an existing two story farm house and a more recently added on'e
story addition. There is a finished basement under the two story portion and a crawl space under the
recently added one story addition. The existing property over two stories is a bit over 3000 sq. ft.
Additionally, there is a large storage shed, that has been recently been rebuilt.
The main bUilding on the property was originally a farm house converted into a retail establishment. It is
nice, but not particularly distinctive. It generally has an open floor plan to facilitated the retain business,
although portions of the building retain their original characteristics. To operate as a daycare business, to
meet appropriate square feet requirements and to provide appropriate separations and oversight
capabilities, the building will need to be expanded with the likely size of the expanded building being
around 5000 sq. ft. The renovated building will likely include a two story addition toward the rear ofthe
existing building and a likely partial raising of the current one-story portion into two stories: Because of
the size of the lot, over 1.5 acres, the expanded size of the building should not impact the visual or other
aspects of the property. The plans for the building renovation will Iikely_ include elements of the heritage
of the orig inal farmhouse building with appropriate and esthetic updates in terms of fayade. The resulting
property should present a positive addition to the character of the frontage' road as well as its view from the
Included with this material is a site plan showing the placement of the existing building. Currently"plans
are in the concept stage. requiring the preparation of appropriate architectural and engineering reviews
and approvals as well as review by the State licensing authorities in relation to its used as a daycare.
As noted on the included drawings, due in part to the large size of the lot, buildings will be placed
significantly inside any setback or offset restrictions.
The current property has 17+ parking spots and will retain at least this number of parking spots after'
property renovation.
As this property will be used as a daycare, deliveries, which are anticipated to be very limited, will be to
the door to the basements at the north rear of the main building. Loading and unloading demands are
anticipated to be minimal.
It is only anticipated to have standard air conditioning units be external to the buildings. This equipment
will be similar and scale and visual impact as would be the case in a similarly sized residential property
and will be appropriate fenced. Adqitionally, it is anticipated that additionally fencing will be provided for
the rear of the property to provide security and safety to the children of the daycare.
