Durinq the inspection, I noted the following violations of the Oshkosh Minimum Housing Code which shall be corrected: 1. The front entry storm door is in poor condition. This storm door shall be repaired or replaced. 2. shall be treads. There are no handrails on the front entry steps. Handrails installed at a height of 32 inches above the nose of the These handrails shall be installed on both sides of the steps. 3. The guardrails on the second floor rear porch are in very poor condition with decay and missing parts. This guardrail shall be replaced. 4. The rear exit steps are not properly installed and there are no handrails. These steps shall be installed properly and handrails shall be installed at a height of 32 inches above the nose of the treads. 5. The rear staircase from the second floor has no handrails. Handrails shall be installed at the height indicated above. 6. The Northeast plaster wall in the front staircase is in poor condition with large areas cracked and falling outward. These areas of damaged plaster shall be replaced and properly painted. 7. Several plumbing problems were noted. (Referred to Plumbing Inspector) 8. Several electrical problems were noted. (Referred to Elec- trical Inspector) Inasmuch as this building is a multiple dwelling unit (three of more living units), it is also sublect to the State of Wisconsin Administra- tive Code, Chapter 57 (Residential Occupancies). The following viola- tions of this Code were noted and shall be corrected: 9. Chapter 51 of the Wisconsin Administrative Code requires that guardrails be no less than 42 inches in height. Therefore all guardrails in the dwelling, if the area is used by more than one living unit, shall be 42 inches above the flooring. Chapter 51 explains definitions and standards. 11. There is double action hardware on both the front and rear entry doors. This hardware shall be removed or modified so that the door can be opened by a single turn of a knob. 12. The hot water heaters in the basement are not enclosed in a fire resistant enclosure. These water heaters shall be enclosed in a 2-hour fire resistant enclosure due to the third story. An alternative would be to convert to electric hot water heaters. No enclosure would then be required. 13. Numerous Fire Code violations were noted. Mr. Bryant is with the DLHR Building Code Section of the State of Wisconsin. Mr. Bryant states that the kitchen sink must be,not only discon- nected, but completely removed so that it cannot readily be reconnect- ed to create a third floor apartment. Therefore the existing sink in the third floor living area shall be removed. It also came to my attention during contact with Mr. Bryant that the second and third floor of this building has to be rented to a group with one lease and one rental payment. Separate leases and rent payments on the four sleeping rooms c~eates a rooming house situation and is viewed as such by the State. Therefore, if the rents are paid separately with individual leases, the dwelling will have to comply with State Codes for residential occupancies.
