The property you own at 17 E Parkway Ave. is located in the Near East Neighborhood,
an area the City has targeted for its first comprehensive neighborhood improvement
program.
One of the strategies being used to improve the appearance of the area is an exterior
property-by-property condition review completed by the staff of the Planning Services
Division. As was described in the initial letter you received regarding this process, the
intent ofthe review is not to issue orders on properties but to work cooperatively with
owners to address property conditions to improve the condition and appearance of their
properties. To date, we have received cooperation from the vast majority of property
owners contacted and progress is being made.
You received an advance notice ofthe review of your property and a copy of the review
checklist. Following the review of your property you received a letter from the Planning
Services Division describing one or more property conditions that needed to be
addressed. The letter asked that you contact the Division by a specific date to discuss
your plans to address the issues( s) and to establish a mutually agreeable timeline for the
completion of that work. When you did not respond within the time frame, another letter
was sent with the same request. You have not responded.
As was further described in the initial letter you received regarding this process, in cases
where owners do not respond, matters would be referred to the appropriate department
for enforcement action. In every correspondence you received we indicated that it was
our hope that this would not occur. Unfortunately, we must now ask the Inspection
Services Division to follow up.

Dear Near East Neighborhood Property Owner (Resident):
Recently, you received a notice of the planned review of your property at 540 Jefferson St. by staff of the
City of Oshkosh Planning Services Division. This review is being undertaken on each property in the
Near East Neighborhood as part of the Near East Neighborhood Plan adopted by the Common Council.
As the notice stated, the goal of this process is not to issue citations for code violations but to work with
owners to undertake maintenance and repairs that will improve individual properties as well as the
overall appearance of the neighborhood. Along with the notice, you received a copy of the review
checklist used by staff to ensure a consistent and thorough job is done on each property in the Near East
Neighborhood.
The notice also explained that if any of the conditions listed on the checklist are found, the property
owner would receive a letter from the Planning Services Division pointing out the condition and asking
the owner to contact the Division to discuss correction of the matter. This is that letter. This is not a
violation notice, but a letter identifying issues on your property that need to be addressed in order to
improve the appearance and condition of your property and the overall neighborhood. Planning Services
Division staff will be available to work with you and every owner to provide technical and financial
assistance where possible to address any problems found and to establish a reasonable and mutually
agreed upon date by which the property conditions will be addressed. In the event that the identified
conditions are not addressed within the established time frame, the matter will have to be referred to the
~ppropriate department for traditional enforcement action. It is our hope that this will be a very rare
occurrence.
The recent review of your property at 540 Jefferson St. found the property to be in generally good
condition. However, the following conditions need to be addressed. The enclosed photos are being
provided to illustrate the conditions found.

issues on your property that need to be addressed in order to bring your property into compliance with
the City's Property Maintenance and Housing Codes to improve the appearance and condition of your
property and the overall neighborhood.
The letter also informed you to call our office within two weeks to discuss your proposed plans to
address the identified issues. To date, we have not heard from you and unless we do not hear anything
from you within two weeks to discuss bringing your property into compliance, we will be forced to refer
this matter to the appropriate department for enforcement action. It is our hope this does not occur.
