Brief History Review: Chronology
1. September 19, 1990 - Received letter from tenants with comments
on window condition and screen conditions!
2. March 4, 1991 - Complaint received for falling ceilings at 140C
High Ave.
3. March 5, 1991 - Orders issued to repair/replace roof to stop leaks,
repair ceiling damage before plaster falls, install screens in good
condition and repair/replace primary windows in 140C High Ave.
4. October 30, 1991 - Complaint received for falling ceilings in 132D
High Avenue. Informed Brinkman's maintenance man of inspection.
5. October 30, 1991 - Orders issued to repair/replace roof to stop

leaks, repair plaster ceilng damage, install screens in good condition,
replace damaged living unit doors & install deadbolt locks and obtain
permits for prior work in 132D High Ave.
6. January 3, 1992 - Final Notices issued. Brinkman's called &
assure compliance.
7 . November 17, 1992 - Complaint received 'for lack of screens,
broken windows & lack of storms and floor problems due to
rainwater infiltration. Called Brinkmans and explained violations and
complaints. Assured me they would correct.
\ 8. February 24, 1992 - Boiler replaced.
9. December 14, 1992 - Complaint received concerning lack of heat
in 132A High Avenue. Call to Brinkmans by Allyn to correct.
10. November 8, 1993 - Complaint received of falling ceiling plaster.
Landlord called and stated repairs were being made.
11. January 31, 1994 - Complaint received for lack of heat and
window problems. Complaintant came in with her father. See work
requests for frozen plumbing. Brinkmans called by Housing Inspector
and installed plastic over windows.
12. October 7, 1994 - Complaint received for roof leak problems at
140C High Avenue. A call made to Brinkmans.
13. January 4, 1995 - Complaint received for lack of heat & ceilings
tiles falling from rainwater infiltration. Called Brinkmans and they
assured repairs would be made.

14. February 1, 1996 - Complaint received concerning conditions in
132D High Avenue.
15. June 17, 1996 - Complaint received for roof leaks, falling ceiling
plaster. Work requests to Brinkmans were ignored.
16. August 20, 1996 - Complaint received for falling ceiling plaster at
132C High Avenue.
17. August 26, 1996 - Inspection of interior of living units made by
Housing Inspector and Allyn Dannhoff for 140C, 140D, 132C High
Avenue & 309 Brown. Noted violations were roof leaks, falling ceiling
plaster, deteriorated windows, deteriorated doors, deteriorated
exterior paint and wood trimwork and deteriorated guardrails on
exterior stairs to basement on East side.
18. September 3, 1996 - A letter from Allyn Dannhoff was mailed to
Brinkmans itemizing the above (#17) violations and requesting a
schedule of dates for compliance.
19. March 5, 1997 - Complaint received for falling ceiling at 309D
Brown Street. Brinkmans contacted.
20. March 10,1997 - An inspection was made of 309D Brown Street
by the Housing Inspector, Allyn Dannhoff, the Brinkmans, their
maintenance people and James Larsen (Architect). Deteriorated
wndows & screens, damaged entry doors and need for deadbolt locks,
collapsed ceiling plaster and dampness from rainwater infiltration,
cracked or loose wall plaster, a deteriorated exterior and repair to
guardrails to the East on exterior stairwells were noted during this
inspection. 309D was posted as "Unfit for Human Habitation" due to

21. March 1 0, 1997 - Orders issued itemizing violations in item #20
above.
22. April 1, 1997 - A meeting was held with Tom & Toni Brinkman,
Gary Yakes, Jim Larsen, Allyn Dannhoff & Bruce Luedtke. The
violations and their tentative correction dates were discussed, agreed
to and approved by Allyn Dannhoff. All violations were to be
corrected by November 1, 1997.
23. May 26, 1997 - Complaints received for roof leaks at 140D High
Avenue.
24. August 26, 1997 - Complaint received for roof leaks and
deteriorated windows. No call to Brinkmans.
25. The roof replacement was completed in August 1997.
26. October 1997 - Call received to make a Final Inspection of 309D
Brown Street, the posted living unit..
27. November 4, 1997 - A Final Inspection was made with James
Larsen, Allyn Dannhoff and Bruce Luedtke. While most of the items
noted had been corrected, this inspection revealed nothing has been
done to repair/replace windows or screens on 309D Brown or any
other living unit in the building. The windows and screens have been
a continuous violation since 1990 and the Brinkmans continue to only
make short term/makeshift repairs. During the final inspection it was
noted that the attempts to reglaze (install putty) windows had failed as
the new glaze had already cracked and separated from the wood

sashes. This was most likely due to the extreme dryness and
deterioration to the wood sashes. There were a number of windows
where the bottoms corners of the lower sashes had rotted out due to a
lack of storm windows. Also window stops which separate upper and
lower sashes were deteriorated and loose. Screens had been installed
which had either deteriorated sashes, torn or rusted screening or
where the screen was too small and left open areas into the unit,
thereby not affording an effective bug barrier.
28. November 11, 1997 - We are therefore requesting citations for
six mouths of violations for deteriorated windows and screens as this
has been a Code violation since 1991. One day citations are also
requested for guardrails and exterior repair/painting. We would
propose to reduce the number of days of violations if and when the
windows and screens in the building are replaced. We would rather
see the money spent making the repairs instead of fines paid to the
City.
