1. At 11 :OOam on August 23, 1995 I met with the owner of 211 High, Kenneth Schroeder, at his
request to explain my orders issued on the property.
2. Citations were issued to Mr Schroeder for non-compliance with these orders on August 4,
1995 and a preliminary court date of September 13, 1995 has been set.
3. Each violation was examined and I noted those which had been corrected and those which had
not. Twelve (12) violations which were to have been corrected by August 23, 1995, still were
not corrected. Of those twelve, citations were issued on three of them to date.
4. I informed Mr Schroeder to submit to this office the State IJ;lspection documents for a recent
boiler inspection to satisfy that violation.
5. I informed Mr Schroeder to again contact the previous owner for documentation/proof of the ,
fire rated floor above the boiler which she claims is there or was installed following orders in
1985.
6. I also walked Mr Schroeder through the building and pointed out each violation and explained
what would be required to correct them. Mr Schroeder made notes on the walls and doors during
this walkthrough inspection.
7. I also explained that I would rather have Mr Schroeder spend the money on corrections
instead of court and that it would behove him to have the violations corrected by the initial court
date..
8. Mr Schroeder appeared to understand the orders now and stated he would comply.

1 16-37 A (1) The owner of every dwelling shall be reponsible for maintaining in a safe, clean and
good condition all communal, shared or public areas of the dwelling and appurtenant
premises. Yards shall be maintained by the owner according to the provisions of
Section 18-69A and 18-79.1B of the Oshkqsh Property Maintenance Code.
2 16-35A (6) No owner shall rent to any other person for occupancy or allow any person to occupy
any dwelling unit or premises unless it is safe and clean, and complies with all
provisions of the Minimum Housing Code and Section 18-79.1 of the Property
Maintenance Code.
Living unit 211B Second floor rear
CD 16-35A (1) The kitchen countertop is deteriorated so that it cannot be kept clean and sanitary.
J/'Y ~ The counter top shall be replaced.
<9 16-35A (3) The kitchen sink has chipped or worn porcelan creating an unsanitary condition. The
.....J;JV 0 K. kitchen sink shall be replaced by a licensed plumber with a permit. The sink drain
shall be unplugged at time of installation.
CD 16-33A (8) The gas stove is inoperable and unsafe with possible gas leaks and a lack of knobs to
NO control the burners. The stove shall be replaced to include a gas shutoff if not already
equipped with one.
6 16-34A (3) The refrigerator cord has had the ground prong removed creating a possible shock
O~ hazard. The cord shall be replaced.

7 16-33A (6) There is no smoke detector installed in the living unit. The installation of smoke
€lIt. detectors in the units and battery replacement yearly or as needed when new tenants
take occupancy is the responsibility ofthe owner. Tenants are to check smoke
detectors and write the owner if not operable.
8 ILHR57.16 No smoke detector was found in the basement as required by State Statutes. Smoke
OK detectors in common areas are the sole responsibility of the owner.
Living unit 211C First floor rear
G> 16-33A (9)a Solid core doors shall be installed on the front and rear living unit entries to replace
the hollow core type doors. Deadbolt lockings devices shall be installed or reinstalled
NO with the door changes. This does not pertain to common area doors to the building.
Should any other living unit door become damaged or need replacement. it will
require the installation of a solid core type door or insulated steel door.
@) 16-35A (1) The floor under the toilet and the floor covering in the entire bathroom is severely
.,J.)O deteriorated and shall be properly replaced. A plumber will be required to reset the
toilet.
11 16-35A (3) The continuous water leak in the vanity sink shall be repaired.
12 (7t 16-33A (7) There is no battery in the smoke detector. Owner supplies batteries.
@) 16-34A (3) Additional electrical receptacles and circuits shall be installed especially in the
;1/-0 kitchen where the present wiring cannot handle the electrical load used by the tenants
which trips the breaker. Electrician & permit required.
Common Area Bathroom, Stairs and Hallway
14 16-35A (3) The continuous water leak in the bathroom vanity sink shall be repaired.
@) 16-34A (2)b The ventilation in the bathroom shall be made operable by the tenants.
@ 16-33A (6) G> A handrail is required at the top section of the interior South stairs installed to
Code. Previously noted and ordered corrected September 27,1985.
I/O @ All cracked interior stairs treads shall be replaced. Deteriorated rubber matting
shall also be removed.
~ A Code compliant handrail is required on the common basement steps.
d The East exterior step to the common hall leading to the lower rear living unit and
the beauty parlor is not Code compliant and shall be replaced so that riser heights are
uniform.
17 16-34A (3) The fuses in the electrical panel in the second floor North closet shall be checked for

Common Basement

18 Ind164.20 Isolation of Hazards. All boiler rooms shall be enclosed with with not less than
Ind160.11 one-hour fire-resistive walls and ceilings. The self closing door at the time of
Ilhr57.14 inspection was propped open and the ceiling in the boiler room is not a one hour rated
system. A one hour system shall be installed to Code and the door shall be made to
tJO close automatically and shall be kept close at all times. No storage allowed in the
fire-rated room. A building permit is required. This violation was noted and
ordered corrected September 27.1985 and apparently was not completed.
19 Ilhr64.09 Any room in which fuel burning equipment is located shall be supplied with
PO combustion air for safe operation.
@ 16-34A ~1) The boiler appears to have improper combustion as evidenced by the sooting on the
..5, A'1< front panel. The boiler shall be checked and serviced by a qualified heating contractor
)tJ5fEcr€-l> and a note of safe operation submitted to this office.
(IV Ilhr82.41 Backflow protection shall be installed on the boiler by a licensed plumber. Permit
D( required.
@ Ilhr57.03 (4) Two exits are required for the basement laundry room. A second exit shall be
installed or the laundry equipment removed and the basement used for storage only.
/Vb This violation was noted and ordered corrected September 27.1985 and
apparently was not completed.
23 Ilhr82.10 There is an open sewer condition in the 4 inch trap Northeast of the sump pit. The
oK.. open sewer shall be capped.
24 16-34(3) Extention cords are being used to supply the laundry appliances. These cords shall be
alL removed.
@ ~ Oil- The downspout receiver at the Southeast corner of the building shall be removed and
the opening sealed.
Please be advised that this inspection was not all inclusive as 211A and the
commercial part of the building were not entered. Should you wish to
accompany me on another inspection please contact me before June 27,1995 to
make arrangements.
INSPECTION SCHEDULE
Items #7, #8, #12, #23 & #24 shall be corrected before June 29, 1995.
Items #5, #6, #11, #14, & #17 shall be corrected before July 10, 1995.
Items #3, #4, #15, #16a, b & c, #20, #21, #22 & #25 shall be corrected before July 31,
1995.
Items #9, #10, #13, #16d shall be corrected before August 23, 1995.
Items #18 & #19 shall be corrected before October 23, 1995.
