Box 1130 Oshkosh, Wisconsin 54902-1130 City of Oshkosh October 10, 1995 ~ OJHKOJH FINAL NOli CE Kenneth E Schroeder Sr 344 West 20th Avenue Oshkosh WI 54901 Re: 211 High Avenue Dear Mr Schroeder: F Il E COP Y On October 9, 1995 the citations issued to you for failure to make repairs on your rental property were dismissed without prejudice in court with the understanding that all remaining violations would be corrected within two weeks. A permit and plumber will be required to replace the kitchen sink in Unit B. The laundry equipment shall be removed from the boiler room. Additional electrical receptacles shall be installed in the kitchen of Unit C as we discussed. October 23,1995 is the Final due date for all violations noted June 23, 1995. An inspection will be required at this time. During our conversation we discussed the installation of the panel doors on the living units. I spoke to the Chief Building Inspector and he indicates the panel doors will not be acceptable. Solid core doors with at least a 20 minute fire rating and self closing are required. We also spoke of the concrete step East of the building. You had indicated to me that Mary Remillard had told you these steps may be grandfathered along with the Isolation of Hazard violation in the boiler room. The steps according the Chief Building Inspector are not acceptable and will have to be replaced with a 3' x 3' platform and Code compliant step. As to the Isolation of Hazards violation, it is currently being researched with data supplied by Mary Remillard. My orders were issued using the Existing Building Code of 1914 which would apply to all buildings built on or before that date. This is standard practice when the date of construction and use of a building is unknown. However, Mary Remillard has now supplied us with a date of the early 1940's. The Code at this time may be stricter than the 1914 Code and will have to be met. Failure to bring the building into compliance with State & Local Codes will result in the posting of the building as "Unfit for Human Habitation, Occupancy or Use." All uncorrected violations on October 23,1995, except for the Isolation of Hazards, will be cited and court action pursued. There will be no further dismissal of citations. Sincerely, Bruce Luedtke cc: Mary Remillard Allyn Dannhoff
