Dear Mr. Wilkins:
In response to a City of Oshkosh Health Department complaint
on February 27, 1984, I inspected the rear parking area of your
property at 145-149 High Avenue. I found the area to be in
violation of City Municipal Code 16-35 7b as follows:
1. Accumulation of discarded wood piled behind
the building. This shall be removed.
2. Accumulation of unsightly debris especially
around the perimeter of the parking area,
including a wrought iron handrail and
shopping cart. This shall be removed .
These violations shall be removed by March 9, 1984. It is
the responsibility of the owner or agent to inform this office
when said violations have been corrected.

Dear Mr. Wilkins:
Upon reinspect ion of portions of your property at 145-149 High
Avenue, I found that my letter of March I, 1984 concerning the City Code
violation Sec. 16.35 7b had not been complied with. I am then at this
point assuming that you did not receive my letter of March 1, 1984 and
am enclosing a copy of that letter.
May I remind you that every owner of a dwelling shall be responsible
for mainta1n1ng in a safe and clean condition all communal, shared or
public areas of the dwelling and premises. (Oshkosh City Code Sec. 16.37 AI).
I will reinspect these portions of your property on March 19, 1984.
If the violation has not been eliminated at this time I will be forced
to refer it to the City Attorney for legal action. If you have any
questions or comments, feel free to call me at 236-5]~,.

SUBJECT: Violation of City Ordinance Section 16.35 (7b),
Accumulation of Debris on Property
On February 27, 1984, Ulla Linenthal called my office to complain
of an accumulation of junk and debris in the rear of 145-149 High Avenue.
I inspected and photographed this portion of the property and found it
to indeed be in violation of section 16.35 (7b).
I showed the photographs to William Frueh and was given the go-
ahead to issue orders to a Richard Wilkins, 2340 Geneva Street, Oshkosh,
Wisconsin, to remove the violations. I indicated I would reinspect the
area on March 9, 1984.
Upon reinspection of the rear of 145-149 High Avenue, I found no
change in its condition. I wrote a second letter, including a copy of
the first letter, and mailed it to Mr. Wilkins on March 10, 1984. Again,
I indicated I would reinspect, this time on March 19, 1984.
On March 19, 1984, Rick Mattheis and I made the inspection of the
rear portion of 145-149 High Avenue. Again, we found no change in its
condition.
During this time, there has been no effort on Mr. Wilkins part to
communicate with this office.
Inasmuch as our efforts to get Mr. Wilkins to comply with my orders
has been to no avail, I request that legal action be taken against the
owner of 145-149 High Avenue, Mr. Richard Wilkins, for violations of
the Oshkosh Municipal Code.
