OSHKOSH, WISCONSIN 54902 #" - / COUNCIL-MANAGER ADMINISTRATION June 17,1985 Mr. Phil Ruedinger 3589 Clairville Road Oshkosh, WI., 54901 Dear Mr. Ruedinger: On June 14, 1985, I inspected portions of your property known as 141 High Avenue at the request of the Oshkosh Wel- fare Department to ascertain the suitability of the dwelling units for GR clients. During the inspection, I noted the following violations of the Oshkosh Minimum Housing Code and Capt. Robert Vajgrt, who accompanied me on the inspection, noted the fol lowing violations of the Fire Code: 1. The second floor rear storm door is loose where its hinges have pul led away from the jamb. This storm door shall be repaired. (This violation was noted during an inspection of September 5, 1984 and is still uncorrected) 2. There is a piece of chipboard on the fire-escape platform directly outside the rear second floor door. This chipboard shall be removed as it allows ice and snow to build up on the platform. The required number of smok~ detectors shall be installed in proper lo- cations. (Fire Code) 7~ It appears, through, inspection, that there is one self contained apartment and five rooms that share the bath and kitchen in this building. The use of the five rooms for five individuals constitutes rooming house use. A dwelling may ~ot be used a a rooming house unless a licence has been issu~d. Appl ications for rooming house 1 icenses may be obtained through this office. It will be your responsibility, as owner, to ensure that permits, if required, are obtained through the Code Enforce- ment Office (236-5045). On July 17, 1985, I will reinspect the premises to as- sure compliance with this letter. If at that time the cor- rections have not been made and there has been no contact with this office concerning these violations and their cor- rection dates, the clients will be asked to give the landlord notice that he/she will be vacating the premises.
