RELATING TO DEMOLITION AND MODIFICATIONS TO WATER
FILTRATION PLANT ($178,720.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached
Amendment to the Agreement between the City of Oshkosh and CH2M HILL I Kaempfer
for professional engineering services related to demolition and modifications to the Water
Filtration Plant is hereby approved and the proper City officials are hereby authorized to
execute and deliver the amendment in substantially the same form as attached hereto, any
changes in the execution copy being deemed approved by their respective signatures, and
said City officials are authorized and directed to take those steps necessary to implement
the terms and conditions of the Agreement as amended.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

City of Oshkosh Water Filtration Plant
Modifications and Demolition Project
Background
Under the existing City of Oshkosh Water Filtration Plant (WFP) Modifications and
Demolition Project (Project) professional services agreement, the CH2M HILLjKaempfer
team was retained to provide engineering services for the design, public bid, and
construction of the Project including the following major components:
1. Construction of one new concrete basin (approximately 1 million gallons) for chlorine
contact and backwash supply.
2. Yard piping connecting (by gravity flow) the new basin to the GAC filter effluent line
and existing finished water clearwells 2 through 4.
3. Demolition of the old plant West Sedimentation basin, East Sedimentation basin,
clearwelllA and IB, and filtration facility.
4. Rehabilitation of the existing tower and rehabilitation and restoration of the building to
enclose the exposed facilities after demolition.
5. Site grading and landscaping.
Subsequent to retaining CH2M HILLjKaempfer for professional engineering services, the
State of Wisconsin Department of Natural Resources (WDNR) conducted a sanitary survey
of the City of Oshkosh Water Filtration Plan. In the Sanitary Survey Report, April 16, 2007,
WDNR identified deficiencies with the Oshkosh waterworks and stipulated a timeline for
corrective actions to be taken by the City. These deficiencies, as identified by WNDR,
indicate noncompliance with current Wisconsin Administrative Codes. As requested, the
City responded to WDNR by July 1, 2007, with a detailed plan for corrective action. This
plan includes the following:
Rehabilitate and Expand the High Lift Pump Station at the South Clearwell
This work involves the demolition of the existing high lift pump station at the south
clearwell and construction of a new pump station in the same location. The new pump
station includes higher capacity pumps and new electrical service. Higher capacity pumps
at the south clearwell are required to replace the high lift pump capacity in the old plant
that is not compliant with NR 811, per the Sanitary Survey Report, April 16, 2007. New
electrical service is required because the existing service at the south clearwell is a 4,160-
volt, 3-phase system that is not compatible with the new WFP electrical system. The existing
service will be abandoned and a new 480-volt, 3-phase service will be installed.
Rehabilitate and Expand the Low Lift Pump Station in the Old Plant
This work involves the partial demolition of the existing low lift pump station in the old
plant and construction of new pump station in the same location. The new pump station
will reuse the existing shorewells and have the same pumping capacity; however, pumping
and electrical equipment will be located above finished grade in compliance with NR 811.
The replacement low lift pump station will have new 480-volt, 3-phase electrical service.
Improve Finished Water Clearwell Hatches
This work involves the extension of existing personnel access hatches on the finished water
clearwells to 2-feet above finished grade to positively prevent stormwater flow into the
clearwells. Upgraded hatches include hardened locks to prevent intrusion.
As a result of the corrective action plan, the scope of the Water Filtration Plant Modifications
and Demolition Project was increase. The scope of engineering services is revised as
described below.
Revised Professional Engineering Services
In addition to the Design Scope of Services described in original agreement,
CH2M HILLjKaempfer will complete the following:
Task 1 - Project Management and Communication
To facilitate construction and enhance coordination, project management and
communication activities will include participation in monthly progress meetings during
construction by the project manager or the design manager. A total of 10 site visits will be
made.
Task 2.A - Preliminary Design Report
The preliminary design report will include design criteria, conceptual facility layout, and
process control descriptions for the rehabilitated and expanded low lift pump station, high
lift pump station and intake flushing system.
For the rehabilitated and expanded low lift pump station, it is assumed that the existing
pump wetwells will be reused and that the wetwell walls will be extended to above finished
grade to accommodate construction of a new at- grade low lift pump station with three new
low lift pumps.
For the rehabilitated and expanded high lift pump station, it is assumed that the existing
clearwell sump will be reused for the installation of two new vertical turbine pumps. The
new high lift pump station will be constructed on the clearwell similar to existing high lift
pump station.
Preliminary construction cost estimates will be prepared.
An overview of the revised project scope and projected costs will be presented to the City
Council.
Cost proposals for subsurface geotechnical investigation will be solicited and evaluated.
Task 2.8 - WDNR Engineer's Report
The Project Engineer's Report submission to the WNDR will be revised to include the
rehabilitated and expanded low lift and high lift pump stations and clearwell access hatch
improvements.
Task 3.A - Contract Documents
The final contract documents for public bid will be expanded to include the drawings and
specifications necessary to address the low lift pump station, the high lift pump station, the
clearwell access hatches, and yard piping for intake flushing improvements. The revised
anticipated drawing list is shown in Table 1.

Updates to the preliminary design construction cost estimate will be prepared at the 50%
and 90% complete milestones.

Task 4 - Bidding Services and Task 5 - Services During Construction
The Task 4 - Bidding Services and Task 5 - Services During Construction will be completed
as described in the original contract scope of services, except the level of effort for
professional engineering services will increase as needed by task commensurate with the
expanded amended scope of work.
Compensation
CH2M HILLjKeampfer was retained to complete final design, bid phase, and construction
related engineering services. The revised cost of engineering services and level effort for this
contract amendment are presented by task in Table 1 attached and summarized in Table 2
below.
Given the original contract amount of $355,670 and the revised engineering services scope of
$534,390, the additional compensation required to complete the amended scope of services
is $178,720. The terms and conditions of the contract executed by both parties April 20,
2007, is incorporated herein by reference.
