HomeMy WebLinkAbout07-244 SEPTEMBER 11, 2007 07 -244 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN PURPOSE: GRANT CONDITIONAL USE PERMIT/135 CHURCH AVENUE INITIATED BY: BARBARA YOUNG, PETITIONER PLAN COMMISSION RECOMMENDATION: Approved BE IT RESOLVED by the Common Council of the City of Oshkosh that a conditional use permit is hereby granted under Section 30-11 of the Oshkosh Zoning Ordinance to allow a mixed commercial/residential use. Barbara Young dba B. Young's Fine Consign Proposed buyer of address 135 Church, Oshkosh WI Narrative The building located at 135 Church is currently used as a 5 unit apartment house, zoned C- 3. I have an offer to purchase the property pending, contingent on being allowed to use the first floor of the property as a consignment! retail store. The second and third. floors of the property would continue to be rental units initially. If the business needed extra room there is a possibility that the second floor would also be used as part of the store. The third floor will continue to be used as an apartment. I currently own a consignment store that is being acquired by the state for a road project at 725 N. Washburn. I propose to relocate my current business to 135 Church. I sell "high end" decorative household items like furniture, art, jewelry, lighting, fixtures, china etc.. for other people (consignors). I have been in the antique and consignment business for many years and started the current business in 2000. The house is approx 3520 square feet. The store would occupy about 1000 square feet. There is a detached garage, and off street parking to accommodate approx 6 cars. Currently tenants use the garage, and that would continue. On street parking is also available. . At my current store location, there are usually only about 2 customer's cars parked in the lot at any given time. The most there have been is 6. Entrance to the apartments is currently via the front or back doors. With the change to a retail space on the first floor, the entrance for the upstairs apartments will be on the rear of the house. Both the back and front entrances will be used by customers. Currently there aren't any employees. Ido have a few volunteers on occasion. The business is very quiet and I think the reduction in the number of rental units will have a positive impact on the . neighborhood. This building currently has the highest number of rental units on this side of the block. The neighbor to the East is the only residential house on the block. The remaining buildings are of a mixed commercial and residential use. Changes to the exterior of this building will be purely cosmetic with the exception of a sign (within the guidelines of the city sign ordinance), which will be chosen to fit in with the neighborhood. I will of course, comply with all building ordinances. I love this location, and approached the current owner because I thought my business would fit in with the neighborhood . beautifully. I am an advocate of historic architecture and have lived in and loved an historic house in Oshkosh for the past 16 years. Barbara Young Residence 1446 W.
