Dear Hr. Buehner:
On June 17, 1982, I inspected portions of your property known as 1717
Walnut Street following a complaint regarding housing problems at the property.
In my inspection I noted the following violations of Oshkosh Municipal Code
requirements:
1. The rear exterior stairway to the second floor and the second
floor platform is shakey, has rotted parts, makeshift repairs,
and is supported by non-preservative-treated wood in contact
with the soil. The front exterior stairway leans, is supported
by non-preservative-treated wood in contact with the soil, and
has rotted portions. These stairways and platforms shall be
properly repaired/reconstructed as needed to be in proper condition.
2. A rainwater downspout on the west side of the dwelling is disconnected.
3. Part of the garage roof is missing, and the rear part of the garage
is not constructed in accordance with Oshkosh Building Code require-
ments, and shall properly repaired/reconstructed as needed.
4. Brush and weeds are growing wild around the property and shall be
removed.
5. The lock on the rear first floor exit door does not work properly
and shall be repaired or replaced as needed.

6. The first floor kitchen sink faucet leaks and shall be repaired or
replaced as needed.
7. The electrical service being installed is being done without an
electrical permit. An electrical permit shall be obtained by a
licensed electrician and the electrical work 'shall be completed.
Any other electrical violations at the property shall be corrected by
the electrician.

4. 16-35 (1) The East exit door shall be made weathertight to ~top cold

5. 16-33 (7) The smoke detector has been installed too low. Smoke de-
tectors should be installed within 12 inches of the ceilin
if mounted on the wallt but no closer than 4 inches. The
tenant was not given written responsibilities to inform
who is responsibile for batt~ry replacement etc.
6. 16-35 (2) The guardrails ori the rear steps have portions that are
deteriorated and shall be replaced. These guardrails and
handrails shall be made Code compliant. .

Enclosed is a citation for failure to install an
electrical receptacle in the Northwest bedroom of your
property at l7l7A Walnut. The Oshkosh Minimum Housing
Code requires that there be at least two wall receptacles
if a light fixture is not present. The court date is
July 11, 1990.
In addition a citation will be written for failure
to make corrections to the newly installed guardrail and
installing intermediate rails on the ~anrails of the steps

1. 16-35 1d There are a number of windows with b~oken panes of glass
which shall be repaired. The broken panes are in windows
in the Northeast bedroom, South living room, Southwest bed-
room and rear stairwell of the lower unit.
~. 16-33 (8) The oven on the gas stove of the lower unit does not func-
tion and tenants have trouble with the burners. There is
also no gas shutoff valve on the gas line to thisstove.
The oven and burners shall be repaired or the stove replaced
and a gas valve shall be installed.
3. 16-35 (1) The water damage to the wall and ceiling in the lower bath-'
toom shall be repaired properly.
4. 16-35 (1) The rear primary entry door is not weathertight allowing
cold air to infiltrate the dwelling. The door shall be
made w~atheitight.
5. 16-33 (6) The basement stai~s require a hnadrai1 installed to Code.
6. 16-33 (7) There is no smoke detector installed in the basement or
rear basement stiarway as required. The first floor smoke
detector was not installed or functional having a dead
battery. The tenants claim they were never issued written
smoke detector responsibilities as required.

been installed after assurances from you that it would be
if I dismissed a citation issued for failure to correct
that violation on June 7, 1990. Upper unit bedroom.
9. 16-33 (6) The handrails on the front and rear stairs to the second
floor have not been made Code compliant as ordered on
January 24, 1990 and April 30, 1990. Intermediate rails.
10. 16-35 (2) The ~e~ guaddrni1 on the upper front porch has not been
made secure as ordered on April 30, 1990.
A reinspection will be made on January 2, 1991 to assure
compliance. Sm~ke detectors shall be installed and writ-
ten responsibility's for them issued immediately.
